Gentlemen:
I received the real estate valuation notice in the mail
today, and the market value has gone up again.
1 Can't understand how every year it can go up, when things
seem to be down or at a stand still... wages are, but
property is going up and costing us more and more to live
in our homes.
I don't seem to justify the increase and would like to have
the board re-consider. If it is because of the sewer.... that
is already making it a hardship to meet the payment, let alone
thinking of hooking up.
I'm sure the assessor is not interested in coming out again
this year, but would like the board to re-consider this
increase.

Dear Mr. Wild;
I have just received the proposed Real Estate Property Tax for 1994 on my property
at 1489 Shoreline Drive
Last year the valuation on my property was increased by
the proposed valuation represents an Increase of almost lOZ. To me. an increase
of 18.9% in the space of two years is very excessive.
1 would like to address a second consideration that is suggested by the definition
of "Market Value", as stated on the back of Che Real Estate Valuat on .
First, it states "Market Value" is defined as the most probable price chat a well
informed buyer would pay a well informed seller for a property without either
n"rtrbeln7undulv forcL to buy or sell", and that the valuation of your property

yours".

I am contesting the evaluation of 3328,000 on my valuation notice for the 1994 value of
my property tax. The most current appraisal of my property was made on November
22. 1993 at a value of 3309,000. I have contacted the appraiser/assessor at 473-1844
and provided him with a copy of the November 22, 1993 appraisal.

Dear Mayor Callahan & City Council Members:
We are unable to appear before The Local Board of Review due
to prior family commitments out of the state.
We have been keeping track of the lake real estate market in
homes in the $1,000,000 price range. There are numerous homes
on the market and very few have sold this year. We believe the
following "solds" indicate that a substantial reduction should
be rocide to the estimated market value placed on our house.

The attached Hennepin County Real Estate Valuation Notice 1994 Value for Taxes Payable in
1995 states an Estimated Market Value of $137,000.00.
A telephonic discussion with your ex-officio member, Dave Wild reveals the following basis for
the $137,000.00 estimate:
1) Land square feet of49,700 for a Estimated Market Value of $62,000 or $1.25 per
square foot.
2) House square feet of 1,665, on a slab, with no basement for an Estimated Market
Value of $75,000 or $45.00 per square foot.
3) Detached Garage of 943 square feet.
4) Mr. Wild stated that lake access is the reason for establishing an elevated land value.
It must be understood that the lake access is a 300 foot sliver of land separated from the
subdivision by County Road 15. This outlot is a separately taxed parcel of land. Inflating
the land value by this lake access while also paying real estate taxes on the outlot
represents taxation of the access twice.
1955 is obviously a very small home on a parcel of land adjacent to the railroad carrying twice
daily trains in the back yard.
There are two vacant lots in Foxhill, shown on the attached printouts as 1080 and 1090 Heritage
Lane. Each show an Estimated Market Value of $34,600.00.
Using the Estimated Market Value of the vacant lots, plus the 1,665 square fool house of $75,000
would indicate a total Estimated Market Value of $109,000.00.
There has been a recent sale of a similar home in Foxhill, shown on the attached printout as 1000
Heritage Lane. The amount of the sale is $ 147,500. The square footage of the house is 2,018.
The 1993 Estimated Market Value of 1000 Heritage Lane was $173,900.00.
The 1993 Estimated Market Value of 1955 Heritage Drive was $131,000.00.
The EMV of 1955 Heritage Drive is 75% of 1000 Heritage Lane. Applying the same 75% ratio to the $147,500.00 sale would indicate an Estimated Market Value for 1955 Heritage Drive of $110,625.00.The land to building ratio for 1000 Heritage Lane is 43% land, 57% building. Using the
$147,500.00 sales price, a building value of $41.66 is therefore indicated.
Extrapolating the $41.66 per square foot of building to the 1,665 square feet of 1955 Heritage
Drive indicates a building value of $69,363.00. Even if you add a land value of $62,000.00, the
total Estimated Market Value of 1955 Heritage Drive would be $116,181.00.
Lastly, using the actual saies price for 1000 Heritage Lane of $147,500.00, divided by the 2,018
square feet of house shows a land and building value of $73.09 per square foot of building.
$73.09 multiplied by the 1,665 square feel of 1955 Heritage Driv>^ indicated an Estimated Market
Value of $121,698.00.
Whichever method or methods the Local Board of Review uses to consider this appeal, the
indicated range of Estimated Market Value for 1955 Heritage Drive must fall between
$110,000.00 on the low side and $122,000.00 on the high side as based on reported and recorded
market sales data from properties similar to ours.

TO WHOM IT MAY CCNCERN:
Since the purchase of our property for $225/000.00 in
October/ 1991/ we have had three appraisals done for
mortgage loans. The last appraisal was for $232/000.00 in
March/ 1993 and the other two were under this amount.
We have been notified that our septic system is non-
conforming and will have to be replaced by December/ 199^
The cost for a new system will be from $8/000.00 to $10/000.00.
With the appraisals and the required new septic
system/ I cannot justify increasing the valuation on my
property by $12/500.00.

Reasons for appealing the Market Value for Taxation on our
property at 1489 Shoreline Drive in Orono, PID No. 11-117-23

The valuation proposed for real estate taxes payable in 1995
represents an Increase of 11% over the valuation for 1994.
The increase in valuation for 1994 war. an increase of 9%
over 1993.
The proposed valuation for 1995, therefore, is approximately
20% over the year 1993. We consider this to be excessive.
The property adjacent to ours at 1487 Shoreline Drive was
acquired approximately 3 years ago for a price of $340,000.
Today it is on the market for an asking price of $468,000
(set by the owner) as against the Realtor's recommendation of
$425,000.
Assuming this property to be the closest comparable property
to ours, the Realtor's recommended price of $425,000 would
mean that our property, at an assessed market value of
$407,200 would be appraised at 96% of the estimated value
of the most comparable property.
We believe that this also supports our contention that the
valuation on our property is excessive.
Finally, the definition of Market Value set forth on the
back of the Hennepin County Real Estate Valuation Notice'
reads as follows: "Market Value is defined as the most
probable price that a well-informed buyer would pay a well-
informed seller for a property without either party being
duly forced to buy or sell".

The sharp upward trend in the assessed valuation of our property
Is such that we are being put into the position of "being forced
to sell" because of the significant resulting tax from the
excessive valuation.
If I may speculate, I assume you might ask,
(1)Do we intend to offer our house for sale because of
our concerns as expressed above,
and.
Would we sell our home at the "proposed valuation".
is "yes" if there is no significant modificationOur answer to (1)
in the proposed assessment, and our answer to (2) is also "yes",
we would sell at the proposed valuation if that is the best offer
we receive.
We regret that we have been forced into this position and request
that the proposed Increase in valuation for 1995 on cur property
at 1489 Shoreline Drive be eliminated in its entirety so we may
have the option of continuing to live in our present home.
