This value has been recommended to the Local Board of Review. Our recommendations will be
voted on when the Board reconvenes on Thursday, May 11th at 7:00PM. If you agree with this
value you do not need to attend the meeting.
If you disagree widi the assessor's recommendation you may appeal to the Hennepin County
Board of Equalization since the Local Board generally hears no additional testimony at the
reconvened meeting. Directions for further appeal are given on your 1995 valuation notice.

Dear Orono City Councilmembers;
We are writing to you to officially protest the proposed market value on our home at 1995 West
Farm Road which increased $51,500 (from $250,000 to $301,500). This represents a 20.6%
increase in one year . We believe this is very unfair because of: 1) Recent appraisal by a
recognized professional; 2) Unusability of much of the property; and 3) Comparable valuations
of homes in our neighborhood.
We purchased the property in August, 1990, for $243,000. Since that time, we have added a
one car addition to the existing garage. Last year we completed a recreation room in the lower
level which now gives us a 40% finished area on that level.
The house was professionally appraised on November 12,1993, by Janice M. Fleming, SRA
(MN License #4000193/NMI #03710) at $262,000. Her appraisal includes the garage addition
and a partial completion of the lower level.
The house sits on the north half of a two acre lot. The entire back area is very low; a portion of
the southeastern comer of the lot is a designated wetland. There has always been drainage
through the back yard from the culvert under North Brown Road. During the 1994 reconstruction
of North Brown, the 12” culvert was replaced with a 15" culvert, which seems to have increased
the flow of water through the back of the lot. During recent rains, the flowage of water has
created unsightly drainage marks in the ground.
Because the back half of the lot will not support grass growth, we are planning to seed the area
in wikiflowers this spring. This will not make the appearance of the lot conform to surrounding
lots in the development; however, it seems to be the only viable alternative to the weeds which
have been growing there.
Our lot cannot be developed any further because of the lowlands In the back and also because of
the creek which runs alongside the eastern boundary of the property. The only viable area for
expansion is on the east side of the property, and this is not possible because of the moratorium
on development adjacent to the creek. We are further limited by the necessity of maintaining
the alternative septic site.
in the Fleming appraisal of 1993, it was noted that, "The subject suffers some adverse influence
because it is adjacent to Brown Road, a somewhat busy thoroughfare, even though K is buffered
with trees.” Since that appraisal. North Brown Road has been rebuilt to 9 ton spedfications
which will undoubtedly increase the level of traffic. A bike path will also be added during the
summer of 1995. The western boundary of the property is on North Brown Road, so we bear ttie
brunt of the traffic and noise on that busy street.
Nearby residents of other neighborhoods enjoy the convenience of city-maintained streets, city
sewer, and water. However, the residents of West Farm Road all have private wells and septic
systems which require regular maintenance. Since the road is also private, we help maintain it
too.

Of the six homes on West Farm Road which are somewhat comparable in lot size and square
footage, ours is valued the highest. Yet all of the other lots are more attractive, and one includes
a beautiful in-ground swimming pool. A quick drive through the neighborhood would convince
you that ours is not the most attractive or most usable lot.
We do not feel that the facts support the theory that our property has a reali^ic market value of
$301,500, or could possibly support a 20.6% increase from last year. We ask that you examine
the facts as presented and lower the valuation to a more realistic level.

Dear Orono City Councilmembers:
We chose not to address you at the first Board of Review on April 26 and instead signed up to
have an assessor re-evaluate cur property. At the time, we felt that a clerical error had been
made; and that we could correct it by having the assessor take another look at the property. We
have been informed that the assessor still feels that a 20.6% increase on our property to
$301,500 represents a realistic market value.
In checking the market book, we notice that you have allowed reductions in oroposed valuations
this year due to: 1) Limitations on use of property due to setback requirerrants; and 2)
Wetlands.
We pay taxes on a two acre lot. However, one acre of the lot is unusable due to its low nature
and the existence of a designated wetland on the property. We have to abide by a further
limitation on expansion of use due to the existence of a creek on the eastern boundary. This is
the only area of our lot which would support expansion of use. We have to pay full taxes on It,
but we are unable to use it.
We feel that our property does qualify under the guidelines which you have used on other
properties in the city. We ask that you apply these same guidelines to our property and lower the
valuation to a more realistic level.

Dear Sir:
On April 26, 1995 I addressed a letter to the city assessor and to the
Orono local board of review contesting the estimated market value of
$340,000 for my property at 2472 Carman St., Wayzata, Mn., 55391.
I have also left three voice mail messages for the assessor, 473-1844
which had not been returned until today.
A letter dated May 7, 1995 informed me that the Orono board of review
was of the opinion that the estimated property value of $340,000 was
correct as appraised by the city assesor.
Once again I find it very difficult to understand how the value of my
property can increase from $308,200 to $340,000 in one year. That is
an increase of $31,800 or 10,7%.
In April of 1994 I experienced the same problem. The markey value of my
property was appraised at $328,000 by the Orono assessor as of Jan. 2,1994.
My property had been appraised by two independent appraisers on Nov. 22,1993
at $ 309,000.
After my letter of April 25, 1994 citing this injustice the market value
was reduced by the city assessor to $308.200.(Orono letter of April 27,1994)

My neighbors property has always been assessed at more than my property.
His estimated for 1995 was $352,000.He challenged this amount and the value
was reduced. Now for the first time in 5 years my property is considerably
higher than his.
There os no justification for the increase of $31,800 in the value of my
based on the appraisal of my property by two independent appraisers and
my neighbors appraisal.
