^ Council will hold a public hearing in the Orono High School Cafeteria located at
795 Old Crystal Bay Road North on Tuesday, September 23, 1997, beginning at 6:30 p.m., to
consider the improvement of the Navarre Water Treatment Plant, pursuant to Minnesota Statutes,
Swtioia 429.011 to 429. 111. The area proposed to be assessed for such improvement is the Navarre
Water System Service Area. The estimated cost of such improvement is $740,000.
Such persons as desire to be heard with reference to the proposed improvement will be heard at this
meeting.

Subject: Navarre Water Treatment Plant Rehabilitation
The Orono City Council will hold a public hearing at 6:30 P.M. Tuesday September 23,1997 in
the Orono High School Cafeteria at 795 Old Crystal Bay Road North to consider the
rehabilitation of the Navarre Water Treatment Plant.
Project Description
This plant provides Iron and Manganese removal filtration and softening for the Navarre water
system. The plant was originally constructed in 1971 and requires a major rehabilitation for
continued effective operation. The existing control systems and the filter media in the plant are past
their usable service life which has resulted in inconsistent water quality. One of the three softening
units is currently not operating because of corrosion problems.
The existing ground water supply exceeds the recommended secondary drinking water standards for
concentrations of both Iron and Manganese, and the water supply hardness levels are above
desirable standards. Rehabilitation and continued operation of this water treatment plant w ill
provide for a long term consistently high quality water supply.
Discontinuing operation of the plant will result in poor quality water that will exceed recommended
standards. The high levels of Iron and Manganese in the raw water supply will cause discoloration,
taste, and odor problems. Excessive levels of Manganese also causes deposit build up that reduces
the capacity of the water supply pipes. The excessive hardness levels cause the build up of calcium
deposits in the supply system and plumbing fixtures, and result in less effective operation of home
appliances.

The sources of funding for the w-ater plant rehabilitation are as follows;

1. $200,000 from Water Fund Reser\ es. These reserves are available due to water rate increases
in recent years that have enabled the City to set aside funds for major water system
infrastructure rehabilitation.
2. $ 277,000 internal loan from the Building Outlay Fund to be repaid from water operating
revenues (reflected in water rates)
3. $263,000 from assessments on all properties in the Navarre water system service area ($350 per
unit X 752 units) This assessment will be payable over a maximum five year period with
interest. The estimated yearly payment for this assessment at 8% interest is $90.
In the past, water rates w'ere not providing adequate funding for the City's water operating fund.
Over the past several years, water rates have been increased on an annual basis to provide adequate
funding for system depreciation and effective operation ai.d maintenance of the water system. These
new water rates have improved the status of the water fund and have provided cash reserv'es that can
be i:*2;d to finance part of the water plant rehabilitation project.
Based on current trends, the City is planning on maintaining an annual water rate increase of 2.95%
to provide for continued adequate funding for the water system. This will result in a yearly increase
of ^proximately $2.50 per quarter an average quarterly bill.

September to December 1998 Complete Project Construction
A project overview will be presented and public comments solicited at this meeting. Written
comments may also be submitted to the City before this public hearing. A copy of the feasibility
study for this project is available for review in the City offices during normal business hours.

The Navarre water plant provides water treatment to improve the quality of the water supplied to
Navarre residences and businesses. The water plant provides iron and manganese removal,
softening, chlorination, and fluoridation. The plant is 26 years old and is in need of substantial
rehabilitation. Bonestroo and Associates, the city's consulting engineer, has conducted a study to
identify the specific areas of rehabilitation necessary to ensure the plant continues to adequately
serve the Navarre area well into the future. These needs include the replacement of the three water
softening filters, replacement of the current plant controls with an electronic control system, a
substantial rehabilitation of the iron and manganese removal filter, and ventilation/dehumidification
improvements.
The cost of the rehabilitation project is estimated at $740,000. It is proposed that the project be
funded using the following sources:
1. $200,000 from water fund reserves
2.$263,000 from special assessments levied against all properties in the Navarre water service
area. ($350.00 per property paid over 5 years)
3. $277,000 from an internal loan from the building fund to be repaid over 10 years, with
interest, from water fund operating revenues.
The Council has reviewed a feasibility study for the rehabilitation project, and has authorized a
public hearing to receive comments from the public regarding the project.
After receiving the public comments, the Council will determine whether to authorize the
preparation of plans and specifications and the advertising for bids for the project.
