NOTICE OF PUBLIC MEETING
NOTICE is hereby given that the Orono City Council will meet in a work session at 5:00
p.m. on Monday, October 25, 1999 in the Orono City Council Chambers, 2780 Kelley Parkway,
Orono, Minnesota. The purpose of the work session is to discuss the Highway 12 preliminary
design layout, and to discuss other issues of current interest.
This meeting is open to the public.

- A gevemment structure that provides equitable representation
- Small and accessible government

- A consolidation planning process that results in an informed public with ample
opportunity for input

- Mutual long-term financial benefits for the communities.
- Maintain the complcmcntar>' small to\\Ti and rural qualities that exist in the communics
- Preserve the existing character and variety of residential development relative to lot
size and other amenities.
- Preserve arid support the unique commercial districts of the communit> and downtown
Long Lake and Navarre.
- Encourage and support small service businesses.
4. DISCUSSION OF COMMITTEE GROUND RULES
Childs distributed a list outlining the following committee ground rules:
- We agree that it is essential for all members to be heard and understood.
- We agree that any recommendation of the committee should provide for mutual
benefit of the communities.
- We agree that building consensus requires a climate of trust and mutual respect
- We agree to respect each other's time and commitment to the process.
- We agree ,o ha\e fun together.
5. DISCUSSION OF DEVELOPMENT AND LAND USE ISSUES
Prosser addressed the Consolidation Ccirjnittcc regarding die issues surrounding
development and land use as it will affect the two communities toda\ and in the fiiturc.
The first area of topic w as an overview of dev elopment dealing with the issues of how Long
Lake and Orono will grow, what implications the merger will have on growth and
development, and what other issues fall into development and land use.
PiojSci commented that some of die issues relating to dev elopment w ill encompass
redevelopment of the existing residential areas, new uses for undeveloped areas, new
streets, ieid parks.
Murphy commented that in his v iew merger will have a positive affect on growth and
development, and that the Committee should define what growth will entail for the two
cities
Rapp stated in his view giowth means to grow in numbers
Prosser stated that growth is an important issue that the Committee will need to cover
indepth.
Christensen commented that the two cities cannot limit growth
Peterson stated that legally or realistically government cannot restrict gro.vih.

Moorse comnicntcd that growth could be defined by a continuation of the current
philosophy as outlined in the comprehensive plans, and that perhaps rather than asking
"How will Long Lake and Orono grow", to ask "How will Long Lake and Orono develop"
It was the consensus of the Committee to delete the sentence "How will Long Lake and
Orono grow?"
Development and Values
As it relates to development and values, the Committee discussed how de\ciopincnt is
fundamental to community values. Prosser commented in his opinion land use is a
prime reason why people have elected to icsidc in this area, and that the Committee should
look at preserving the existing character and variety of the residential dev elopment relative
to lot size and other amenities, maintaining the compicmcntarv small town and rural
qualities that exist in the community as well as preserv mg and supporting the unique
commercial districts of the community in downtown Long Lake and Nav arre
What are the Issues?
Prosser stated the Committee will need to determine what questions and concerns must be
addressed to evaluate consolidation, what information is needed to address the question or
concern, how docs the issue relate to identified values, and what steps must be taken to
implement the consolidation
Peterson objected to the last sentence in that it might impiv- to the general public that a
final decision regarding consolidation has been decided upon Peterson commented it was
her understanding no one on the Committee has reached a final decision as of this time
concerning the merger.
Prosser suggested that the sentence be modified to read, "what steps should be taken to
address any conflicts in preparation of implementing consolidation" or "what steps should
be taken to resolve conflicts as it relates to implementing consolidation"
Po2:Ulation
As it relates to the population figures. Gaffron pointed out that Orono's estimates of the
anticipated population as it relates to the overall population and households are lower than
those provided b> the Metropolitan Council. Gaffron stated that thev are expecting that an
additional 700 homes in the Orono area will bring the Citv to full eapaeitv
Chaput commented that Long Lake ’s estimates are lower as well, noting that thev will be
losing a number of residential units as a result of the new Hiuhvvav 12 corridor.

Prosser requested that he be provided with an average range as it relates to population
growth and households.
Christensen commented that the impact an increased population will have on the two
cities needs to be addressed as it relates to schools, police, fire protection, and other City
services.
Prosser stated that the full life c> clc may not occur in the community to as great an c.xtcnt
as in other communities if different housing options arc not available.
Estimated Market Value
Murphy commented that he was un*:urc what the estimated market value numbers were
attempting to show, noting that it seems to implj- a big difference in propertN values between
the two cities.
Peterson stated in her opinion the numbers do not reflect the real picture.
Mayor Jabbour stated that one-third of Orono's houses are currently valued at
approximately $130,000.00, and that the Minnetonka market may be pushing that value up.
Murphy stated that the numbers should be compared with other similar size communities in
order to give the Committee a better understanding of how the two cities fare as it relates to
growth and development.
Prosser stated that it was his conclusion that the market value of the two ciiics as it relates
to commercial and residential are growing at a fairly equivalent rate.
Peterson suggested that the market \alue numbers be eliminated and a comparison be
made to other similar size communities
Net Tax Capacity
Prosser commented that Long Lake eontains a slightly larger commercial/industrial tax
base than Orono and that Orono ’s residential tax base is considcrablv larger than Long
Lake ’s
It w as the consensus of the Consolidation Committee to delete the senu :e "Total Long
Lake equals two \ears’ growth in Orono".
Peterson commented that the term net tax capacity is a term of art and indicated that
market value translates to taxable value.

Development Forces
Prosser stated the Consolidation Committee will need to look at what factors will have the
greatest influence on the development of the community, how a merger will affect those
factors, and whether the current development pattern will continue.
Prosser commented that a few of the development forces include transportation, the real
estate market, government makeup, and how much control the cities have to influence
growth and development.
Peterson pointed out that a City Council cannot decline a development for the simple
reason that a majority of the citizens arc opposed to it if it is in compliance with ail the City 's
criteria regulating that development Peterson commented that if the City's controls are
too restrictive limiting development, those controls may become invalidated because the
property owner has inherent values to their property .
Prosser commented that the Committee will need to determine what factors influence
growth in this area, noting that the comprehensive plans contain a fundamental plan
regarding development which needs to be reviewed. Prosser stated that consolidation in
his view will not influence the philosophy of the local gov ernment but lies w ith the people
who make up the government and is influenced by the local residents
Moorse commented that the philosophy contained in the comprehensive plan regarding
development could be impacted based on the condition of the economy or citizen pressure
on the City Council to change the comprehensive plan.
Prosser remarked that how the community grows revolves around certain established
standards which will not change overnight and requires discussion of those issues before a
modification is made.
Childs commented tliat with a merger, the two cities will go in the same direction as it
relates to development rather than in two separate directions
Murphy stated tliat he is in fav or of a diverse community .
Mayor Jabbour statenJ that the Committee should look at how the forces of the community
may impact the community if the two cities arc consolidated or left separate
Prosser indicated that it was liis opinion the two cities will be less likely to be impacted
negatively by a change in philosophy if the two communities are merged, noting that subtle
changes over time can sometimes create major problems m the future
Land Use
Prosser stated the Committee will need to identify what land use issues are facing the

communiU' and how the merger will affect those issues.
Mayor Jabbour stated that the redevelopment of downtown Long Lake should be
addressed to help preserve the small service businesses that currently exist in the area.
Chaput commented that the City of Long Lake has recently reviewed their comprehensive
plan as it relates to the commcrcial/industrial section.
Peterson stated that life cycle housing is an important land use issue.
Murphy commented that the Highwav- 12 project involves some major issues as it relates to
the new highway corridor as well as the old Highway 12 corridor.
Peterson stated tliat the relocation of the 90 displaced families is also an important issue to
be addressed.
Mayor Jabbour commented that in liis opinion these issues will be resolved more easily if
the two cities arc consolidated
ChilJs inquired whether a commitment has been made to assist tlic displaced families in
helping them find alternate housing within the community.
Rapp indicated that finding replacement housing within the communitv is an important
objective of Long Lake as well as to keep them w ithin the Orono School District.
Mayor Jabbour commented that Orono has the same view. but that thc\ perhaps have not
recognized what steps need to be taken to achieve that objective.
Peterson stated in her \ ievv there may be a misperception b> some of the local residents
that the lower income housing will be located near or in L<>ng Lake, which should be
addressed.
Murphy commented lliat a trail and park system will be Simplified should tlie two cities

Ma> or Jabbour stated that watershed and stormwater management issues w ill need to be
considered.
Implications of Highway 12 and Projected Displacement
Prosser stated tlut the issues surrounding tlic 1 lighway 12 project deal with the
displacement of some families, development along the new corridor, and redes elopment
of the dow ntown area
Childs pointed out that one factor to consider w ill be the impact on the tax base due to the

displacement of the businesses and families. Childs recommended that the phrase
"tax capacity value and total tax capacity" be amended to read "tax base loss and total
market value" under projected displacement.
Chaput commented that Long Lake will be losing 13 percent of its tax base as a result of
the new Highway 12 corridor.
Murphy stated that he was surprised at the amount of land that was previously thought to be
undeveloped is now being de\cloped in the Minnetonka area.
Prosser remarked that performance based zoning should perhaps be considered for some
areas of development.
Peterson commented that transportation will play a major role in how the land is developed.
Displacement/New Corridor/Downtown Issues
Prosser commented the Committee w ill need to look at the issues relating to displacement
and how they may affect the ability to mitigate the impacts of displacement, how the
new highway will affect dc’ :!cpnicnt along the corridor, whether a consensus exists on
future land use issues, if the merger w ill alter this situation, how the relocation of the
highwa>‘ will affect the downtown area and how the merger will alter tliis situation.
Land Use Management/Major Issues
Prosser remarked that the issues relating to the comprehensive plan and zoning ordinances
will need to be addressed prior to evaluating whether the two cities should merge and
whether any conflicts exist should the comprehensive plans be followed through as it
relates to roadwa\ capacity, ulilit>' developm :nt. growth, financing, and recreational
facilities.
Prosser stated that the major values contained in the comprehensi\e plans will need to be
identified to detennine where the conflicts are as thc\ relate to a mixed use \ ersus separate
use, the residential community, the business district, open space, and lakcshorc
development policies
Ma> or Jabbour suggested that the history of the two communities be review ed to get an
overall view of how the two cities have dcx eloped throughout the \ears and what has been
the motivating forcv behind that de\elopment
Prosser stated that generalK your City Staffs will utilize the comprehensive plans in helping
them arrive at decisions regarding developnicnt. and if the eommunit>'s \ alues are
identified in those plans, it provides great assistance m determining how a community will
be developed

Busse stated he has prepared a communications plan, which he will be discussing at the
next meeting.
