SUBJECT: Background Maps & Stats for Highway 12 Housing / Development Discussion
(WORK SESSION, THURSDAY MARCH 25,7:30 A.M.)
Attached are a number of maps showing various development schemes for the properties north of
Highway 12 between Willow and Old Crystal Bay Road. Some of these are from Comp Plan
Amendment #2 (1987-88). Two of the 1993 Lundgren Brothers schemes for the northeast 60 acres
are included, as well as a study done for the City by Wally Case of DSU, Inc. showing how
townhomes might develop in the southerly 60 acres adjacent to the highway.
Also included are topography and plat maps of the properties west of old Crystal Bay Road between
12 and the railroad (Dumas and James are primary owners).
The primary changes that have occurred in the 188 acre area north of Hwy 12 since 1987-88 are:
1. Orono Schools have taken over 60 acres in the northwest quadrant.
2. Orono City facilities have taken 17 acres in the southwest comer.
3. MnDOT stormwater ponds have taken about 2 acres along Hwy 12.
This leaves a 58 acre tract in the northeast quadrant and a 55 acre tract along Hwy 12. The northerly
tract is intended for sewered rural density development in the 1987-88 Comp Plan, but Council has
indicated that a higher density of single family residential might be considered here.
The southerly tract along Hwy 12 is about 1/3 wetlands, which will make it difficult to develop.
The 1987-88 Alternatives 1 thni 4 anticipated both townhomes and apartments here, as well as some
commercial/office along 12. The 1987-88 suggested densities for residential based on the 4 schemes
presented, ranged from 2 units per acre to 4-5 units per acre. However, the 1987-88 plan also
suggested up to 10 units per acre for multi-family uses. Our M-6 district would allow up to 6-7
units per acre.

NOTICE is hereby given that the Orono City Council will meet at 7:30 a.m. on Thursday,
March 25, 1999 in the Orono City Council Chambers, 2780 Kelley Parkway, Orono, Minnesota.
The purpose of the work session is to discuss issues related to housing and the update of the
Comprehensive Plan and other issues of current interest.

Recommended Alternative -
The wetlands and natural vegetation in the area provide an
excellent transition between the more intense use planned for the
south and single family 2-acre to the north. Utilizing this as a
break, the area to the north will remain at the 2-acre rural
residential standard. For the area south of the wetlands, the
planning consultant has offered four development schemes,
providing multi-feimily units (either town house or apartments) to
the immediate south of the wetlands with alternatives for varied
commercial uses abutting Highway 12. The four alternatives of
development are considered at an acceptable level for projected
sewer needs ranging from 300 to 450 sewer units. The
configuration of the frontage road would be dependent on the type
of development undertaken but would provide for access points at
Old Crystal Bay Road and Willow Drive, approximately 300' back
from their intersections with Highway 12.
