NOTICE OF PUBLIC MEETING
NOTICE is hereby given that the Orono City Council and the Orono Highway 12 Design
Review Committee will meet in a work session at 7:30 a.m, on Thursday, February 4, 1999 in the
Orono City Council Chambers, 2780 Kelley Parkway, Orono, Minnesota. The purpose of the
meeting is to discuss the preliminary layout for the upgrade of Highway 12 and other issues of
current interest.
This meeting is open to the public.

DECISION PROCESS AND TIMING REGARDING
THE APPROVAL OF THE PRELIMINARY DESIGN
October 28, 1999: MNDot submitted preliminary layout plans for Highway 12.
MNDot is required to hold a public hearing regarding the layout phms not less than 90 nor
more than 120 days after submittal of the layout plan.
Monday February 22, 1999, 5:00 p.m. to 8:00 p.m. MNDot will hold a public hearing
regarding the preliminary layout plans. Tlie public hearing will be held at St. George's
Church in Long Lake and will be an Open House-style hearing.
Within 180 days of the public hearing. MNDot will formally adopt a layout plan and will
submit it to each municipality and agency for approval. During the period between
MNDot's submittal of the layout plan (October 28,1 99m) and 180 days following the MNDot
hearing (approximately August 30, 1999), MNDot will incorporate changes agreed to with
the communities into the adopted layout plan.
Approximately August 30, 1999: The latest date by which MNDot will formally adopt a
layout plan.
Within 120 days of receipt of the adopted layout, each municipality and agency will submit
to the Commissioner its approval or disapproval of the layout plan and the reasons for such
disapproval, and any proposed alternatives.
Following the submission of the approval or disapproval of the Cities and agencies, there is
an opportunity for MNDot to resubmit the layout with modifications or to invoke an appeal
board or an arbitration process if there are disapprovals.

Council Goals for 1999
Mayor Jabbour suggested the goals be placed on a time line di\ ided into the four quarters of the year.
Kelley suggested the list of goals prepared by the City Administrator includes too many items. The
Council needs to focus on two or three key goals that absolutely must be completed during 1999.
Jabbour suggested that there are two categories of goals. One category is maintenance goals or
things that have to be accomplished to keep the City functioning effectively, A second category is
items that will move toward the Council's vision for the City. Each of the Council members may
have a particular goal that relates to their vision for the City.
Flint suggested that rather then focus on goal setting for a one year time frame, the Council would
do better to develop a five year plan.
The Council detemiined that the top two goals related to moving toward the Councils vision for the
City are the update of the Comprehensive Plan and working with the City of Long Lake to develop
a joint vision for the future of the two Cities along the continuum from cooperation to consolidation.
This goal encompasses participating with the City of Long Lake in planning for the design and
relocation of the Long Lake Fire Station, joint planning related to development and redevelopment
along Highway 12, and acquiring additional land to accommodate both Orono's and Long Lake's
current and future public works facilities needs.
"Maintenance" Goals
Flint suggested the City initiate discussions with members of the Minnehaha Creek Watershed
District's Board of Managers regarding storm water management, partieularly regarding requirements
for NURP Ponds. Flint's concern is (hat small NURP ponds are neither effective nor elTicient in
managing water quality. Flint suggested the City review its proposed storm water management plan
regarding whether it is too focused on small ponds that arc expensive to build and maintain.
Jabbour suggested the City needs to reduce the application work load of the Planning Commission.
Jabbour suggested one option would be to provide for administrative variances for minor land use
applications.
Moorsc indicated a problem that causes a bottleneck at the planning Commission is that some
applications are continued several times as the applicant revises the application in an attempt to
develop a proposal thet will get a positive Planning Commission recommendation while maximizing
the extent of development. This causes three problems. The first is when applications are brought
back to the Planning Commission three and four times they clog up the agenda. Secondly, these
types of applications tend to turn into a negotiation between the applicant and Planning Commission
