Because Council Member Sansevere will be unable to attend the Januaiy 28 work session, he has discussed his prioriU' goals with me so that they could be forwarded to the Council. Council Member Sansevere's goals for 1999 are as follows: 1. Highway 12 preliminary layout - County Road 6 and Highway 12 Interchange. Obtain information and analysis to clearly detemiine the impact of the proposed ramp meter on the entrance ramp from County Road 6 to eastbound new Highway 12. Council Member Sansevere is concerned that the rrmp meter will create a bottleneck that will cause problems with the functioning of the soutnem intersection of the proposed 6 and 12 interchange, and the tral'fic flow on eastbound County Road 6. 2. Provide Internet access to City staff. 3. Provide a City web site. 4. Provide a sufficient number of defibrillators to the Orono Police Department to enable each squad car on the street to carry a defibrillator. 1999 GOALS 1.Highway 12 upgrade project. A. Ensure the City's concerns related to the preliminary design arc addressed. B. Complete the noisc/vibration study. C. Work with Mn/DOT regarding right-of-way acquisition. 1) Total vs. partial taking. 2) Hardship acquisition. D. Ensure the City's concerns regarding the management of stormwater runoff along the corridor, particularly the proposed ponding area in the City's industrial district, arc addressed. E. Close and cul-de-sac Stubbs Bay Road. 2. 3. 4. Update the City’s Comprehensive Plan. Update the City's Zoning Code. Work with the City of Long Lake to develop a Joint vision for the future of the two cities in relation to development and redevelopment along Highway 12. and along the continuum from cooperation to consolidation. 5.Participate in the planning for the design and relocation of the Long Lake fire station. Ensure the building enables the Long Lake Fire Department to effectively meet the current and future needs of Orono. and ensure the building meets the priority needs of the Fire Department at a reasonable cost to Orono. 6.Provide for an alternate brush disposal site. A. Land adjacent to the City facilities. B. Otlier options. 7. 8. Make park land acquisition decisions. A. Eisinger property - ballfields. B. Paul Larson property west of Tonka Ventures. Develop the necessary support and readiness of the Cities along the Dakota Rail Line and Hennepin Parks for the conversion of the Dakota Rail Line to a Regional Trail. 9. Dcvelop/clarify the City's policy regarding the c.xtension of sewer to individual properties and neighborhoods. 1999 Goals Page 2 12.Develop a City assessment policy. A. Sewer. B. Roads. 1) Reconstruction. a) Local street'^ b) MSA roads. 2) Overlays. 13. Issue bonds for the 1998 and 1999 sewer projects. 14. Year 2000 compliance and contingency plans. 15. Develop a five-year plan regarding technology and information management. 16. Construct the lift station to provide an overflow sewer capacity connection to the Metro interceptor as an interim expansion of sewer capacity in the Highway 12 area. 17. Conduct a salary sur\ey to determine if the City's pay schedule is competitive with comparable cities.
