AGENDA ITEM
1. Purpose. The purpose of the action item is to discuss the brush site, leaf and grass clippings drop off
as well as the Mulch and compost issue activities.
2. Background / Summary. The City of Orono has offered for many years a location for resident
and no resident to dispose of the brush and trees. The current location is on McCulley Road by the
luce line trail. The site typically needs to be chipped once a year. We have an outside contractor
come and chip and haul the material away, for many years they’ve been able to do this for free. The
last 2 years they’ve had to charge for that service. Total yardage has varied from 3000 to 4450
cubic yards of chipped material. Leaf and grass drop off as well as mulch and compost issue are
currently done at existing public works for Orono residents only. The site has been an “on your
honor” site without and attendant. Due to large volumes, in fall of 2022, we began to monitored
the with seasonal employee during the peak times.
3. Discussion Items:
a. What’s changed/ is changing.
(1) Brush site brush chipping is no longer free to the city.
(2) Brush site demand continues to increase.
(3) Public Works facility move in 2025.
(4) Leaf, Grass, compost and much site demand continue to increase.
(5) Contractor non-resident abuse of the services
b. Costs. Brush site budget for 2023 is $43,200. In 2020 the expenditures were $16,380.
c. Facilities.
(1) Brush site is constrained geography to a small and odd (triangular) shaped facility.
(2) Current location of leaf, compost, mulch at existing PW site is not optimal.
(3) New Public works site is not designed for these services.
d. Near Term Options.
(1) Status Quo
(2) Revise fee schedule for Brush site.
(3) Discontinue services
e. Long Term Options.
(1) Establish on facility with attendant for all of these services plus our organics composting
program.
(2) Establish partnership / contract for these services elsewhere.
COUNCIL ACTION REQUESTED:
Discussion and input on future of the brush site.
