ORONO, MAY 20. 1968
Chairman D. J. Russell called the meeting
to order at 7:30 P. M. Members piesent
were Rice and two members of the Village
Courcil. Franzel and Searles. Absent were
Bartig, Dongoske, McCarthy, and Nicholls.
Mayor Ross, and Councilman Butterfield
and Stubbs.
CALL TO ORDER
PUBLIC HEARING; Zoning Ordinance
A Public Hearing was held on the amending
of the Zoning Ordinance to allow double
dwellings on a conditional use permit in
a residential zone abutting a B-1 Commercial
Zone, provided the area was serviced by
sewer. James Dutcber was the only person
to appear. Not being a resident of Orono,
he merely offered a few suggestions of
what was being done in other areas.
Councilman Searles raised the question of
how many tiers of homes should he allowed,
if some of the properties were of large
size. Councilman Franzel voiced the opinion
that there would be only one tier w’aich
was concurred upon by Russell and Rice.
Discussion was then informally held on lot
sizes for the doubles, as to whether the
minimum requirements for size in any area
CQvered by the ordinance should be met per
unit or per double. Since there wasn’t
anybody to be heard, the hearing was closed.

It was unanimously decided that these two
subjects be given further study.
VARIANCE for the purpose of keeping two horses 4C50 Tonkaviow Lane
David Muylaert anpeared in his own behalf
and showed detailed plats of his and adjacent
oroperties, pointing out that with the
acception of one parcel, all the adjacent
properties were open. He also presented
a signed statement from his neighbors
stating thev had no objection to his having
two horses. Since the variance was asked
for because Mr. ’’uylaert did not have the
required lot size. Chairman Russell read
the ordinances covering stables and horses
;<nd explained to Mr. Muylaert the reasoning
behind the ordinance. Councilman Franzel
brought up the possibility of a conditional

use permit so as to restrict this usaee, if
at 3 later date the density of the area
or a change of neighbors should take place.
It was informally recommended by Russell ^nd
Rice that the Planning Commission approve
with the provision that some method be
found to restrict the approval should
conditions that warrant the approval change.
VARIANCE; Gustave Scheffler
The Gustave Scheffler request for a garage
setback variance from the required 10'
to 31s' because of difficulty of placing
the garage any other place, was informally
opproved.
VARIANCE; Douglas Dunsheath
The lot size variance of Douglas Dunsheath
from the required 29,000 square feet was
informally approv ’
DIVISION: James Kangas
The request of James Kangas for a division
of a legal one-acre lot from a 10-acre plat
was informally approved.

fiom the required lot size of h acre to
7,500 square feet was discussed. Due
to the fact that the present resider.ee
is condemned and property has been in
single separate ownership since 1957,

7AKIANCE; Wallace Pnasch
T'le request of Wallace Paasch for a variance
from the required one acre to 29,000
square feet and the frontage from 140' to
50' was discussed. Since the property has
a cottage on it which will be razed for a
permanent residence anl the property has
been in single separate ownership since
1057, it was agreed that the variance
should be granted with the provision the
septic system snould not be placed on
the lake side. Informally approved.

VARIANCE: James Owens

The request of James Owens for a variance
from the required lot size of H acre to
0.15 acres and the frontage requirement
of 100 feet to 60 feet was discussed.
It was noted that the property has been in
single separate ownership since 1957 and
the owner wished to raze the present
cottage and construct a permanent residence.
Informally approved.
DIVISION: William Engelking
The request of William Engelking for a
division was discussed. It was noted that
the public easement in frert of the
property did not meet the required 25 feet.
It was decided that this should be a
provision of final approval of the plat.
1030 Loma Linda Avenue
Informally approved.
Since there was no further business, the
meeting was informally adjourned at 8:30 P. M.
