Russell called the Meeting to order at 7:30 P.M. Members present were Curry, Rice, Dongoske, Nicholls, and Bar tig. Stubbs represented the Village Council. CALL TO REZONING FROM R-IC TO R-ID; James Dutcher PUBLIC HEARING A Public Hearing was held on the rezoning of Lot 1, N»s of Lot 2, Vern Mar Manor, Plat 43530, Parcels 700 8 1410, from R-IC to R-ID for the purpose of issuing a Planned Residential Conditional Use Permit. Mr. Schultz and Mr. Van Lier, adjacent property owners, voiced objection, not the usage the land was going to be put to, but the method which they called spot zoning. The Planning Commission was hesitant about acting on it as they were not briefed on how a planned residential could be used to build a double bungalow. Rice moved, Dongoske seconded, that the matter be returned for clarification. Motion, Ayes (5) - Nays (0). REZONING FROM R-IB TO I: David Hill - Peterson Property A Public Hearing was held on the above with no appearances. Continuing from the last meeting of February 19, 1968, Mr. Hill presented further plans for his proposed usage of the above property for his business. Discussion was held on a study by the Village Engineer of the drainage and traffic problem. Also, that the plans for the size of the structure and usage as well as the screening from adjacent R-IB were not too well defined. Rice moved, Bartig seconded, that the rezoning of the above from R-IB to I, be approved. Motion, Ayes (5) - Nays (0). DIVISION: Karl Grunlund A study was made of the proposed Division of Karl Grunlund at 3445 Crystal Bay Road. Bartig moved, Dongoske seconded that a new plat brought in, incorporating part of Lot 3, also owned by Mr. Grunlund, into the division, and that storage shed be removed, and all residences on the property be hooked up to Municipal Sewer due to size of lots. VARL.HCE A study was made of the V.P.i/. proposal to VARIaITC. build a kO X 100 private club on Lot 7» part of ->iiLot 22, Block 6, Navarre Heights. Mr. Fierce and Mr. Hentschel, members of the V.P.V,'. showed rough plans for their proposed building. The setbacks were studied as well as the question as to whether a public hearing should bo ordered. Curry moved, Dongoske seconded, that before any decisions be made on the above, a decision on the legality of using the public parking area for the required 17 parking spaces bo made. Motion, Ayes (5) - Nays (0). 1 DIVI.3I0N; Bennie Foss Dartig moved, Dongoske seconded, that' the proposed division of Bennie Foss, of 2 acres from a 8.5 acre plat be approved. Motion, Ayes (5) - Nays (0). DIVISION BUILDING PERMIT: Norman Larson The request of Norman Larson to construct a new kennel was studied. The Building Inspector stated that Mr. Larson considered hizoself in a Stock Farm classification since he had the necessary 10 acres and raised and sold domestic animals. The Inspector also referrec .o the Municipal Code for the tv/o definitions of Kennels. BUILDING PERMIT Bartig moved, Curry seconded, that the request be denied. Motion, Ayes (5) - Nays (0). BUimiNO PERMIT: Jack Corl Dongoske moved, Bartig seconded, that the petition of Jack Corl to build on his lot at 3lj.86 Ivy Place, be approved. Motion, Ayes (5) Nays (0). BUILDING PERMIT Three property owners adjacent to Steve Major's two lots on Concordia Stx’eot, stated that they were against the usage of the property for two building sites. A brief discussion was held regarding the amend ing of the zoning ordinance for the purpose of allowing doubles on tv:o acre lots in the R-IC zones and one acre lots in the R-lD zones. There being no further business the Meeting was adjotirned at 9-45 j?*M.
