Regular Meeting of the Planning Commission,
December 16, 1968
Chairman Russell called the meeting to
order at 7:30 P.M. Present: Dongoskc,
McCarthy, Nicholls, O'Malley, and
Councilman Stubbs. Absent: Bartig.
Russell was excused at 8:10 P.M.
Mr. Edward Lehman, representing himself
in the matter of construction of an 80-
unit apartment house, presented a petition
of 2'j area people in favor of the proposed
apartment house; also, a brouchure showing
the advantages to the area and density
figures. Russell read this to the group
and asked if anybody wished to be heard.
W. Dolder voiced misgivings at the traffic
problem which would result in a usage such
as this. Nicholls asked Lehman what
provision was being made as to water.
Lehman answered that there was only tentative
arrangements made to get water either from
Minnetonkka Beach or Spring Park. McCarthy
asked whether children would be allowed.
Lehman said that 2/3 of the units would be
one-bedroom and with a rental range of
$155-$295, the rentals would not be
conducive to families with children. Stubbs
asked what provisions would be made for
garbage disposal to which Lehman answered the
garbage disposal would be sealed and automatic.
Since nobody else wished to be heard the
hearing was closed. Discussion was held
by members as to density, rentals to families
with children, lake useage, water problems
and the suitability of proposed apartment
house to the site.
Dongoske moved, 0'»<alley seconded, that the
rezoning and conditional use permit be
allowed, provided a suitable plan for water
be produced along with a firm plan for the
construction of the building showing the
exact size and number of bedrooms to coincide
with Mr. Lehman's statement that there would
be 54 one-bedroom, 14 two-bedroom, and
12 efficiency units, ‘lotion. Ayes (4) -
Nays (1). Nicholls voting Nay.

Donfiioske moved, Nicholls seconded, that the
division of one acre off of Parcel 5040,
Section 29, owned by Roy Sta-ke/, 3560
Sixth Avenue North, be allowed, provided
the condition is met that 33' on the west
side of the lot be dedicated to the Village
for a street. Motion, Ayes (5) - Nays (0).
McCarthy moved, Nicholls seconded, that the
conditional use permit of Sigrid Johnson,
1790 Shadywood Road, to move a garaRe on
a lot without a principal building be
disallowed, flotion. Ayes (5) - Nays (0).
Ray Southworth, representing May Nolan,
3460 Sixth Avenue North, was present to
ask for a division of 7 acres from Parcel
4000, Section 29.
Nicholls moved, McCarthy seconded, that the
division be allowed. Motion, Ayes (4)
Nays (0),
Uongoske moved, McCarthy seconded, that the
preliminary plat as presented by Lewis Cox,
2225 Sixth Avenue North, Parcel 7040,
Section 27, be held for additional
information. Motion, Ayes (4) - Nays (0).
Dongoske moved, Nicholls seconded, that the
names of streets extending into Medina be
rena;*.*d to coincide with Medina. Motion,
Ayes (4) - Nays (0).
