Regular fleeting of the Planning Commission,
March 17, 1969
(The Planning Commission met on the above
date with the following members present:
Chairman Russell, Dongoskc, McCarthy, and
Councilman Stubbs. Absent: Bartic, Nicholls,
and O’Malley.
Larry llork presented plans for his proposed
two-story concrete-block dry dockage marina
building to be located on his commercial
property facing on Maxwell Bay, The proposed
building, to be used for boat storage, and
sales and repair of marine equipment and
snowmoblies, is in complete conformity
with existing Orono zoning and building
codes and represents the most modern
concept of marina design. Plans call for
a marine railway, indoor dry docking of
about ISO boats, ample parking (including
the roof), toilets, showers, and a pumping
station for boat holding tanks. Project
cost is estimated at $200,000. Finincing
has been arranged for; the necessary
dredging permit has been obtained. '*r.
^Hork desires to start construction immediately,
Chairman Russell read a memorandum summarizing*
tho problems involved in the control of boat
ing, marinas, launching ramps, snowmobiles,
and other uses of Lake ^’innetonka. He
quoted a letter from Mr. Mibbert Hill in
v/hich Mr. Hill mentioned that a recent
study of Klomath Lake, Oreoon, showed that
the top inch of Lake bottoa sediments
contained the equivalent of 60 years annual
addition of algae nutrients, and suggested
t power boats should nrobably be limited
to deep areas of the lake because of the
very serious pollution effect resulting from
this operation in shallow water.
Mr. Russell suggested that a tentative
standard for marina and launching ramp
location and power boat operations might
be based on the nine-foot depth contours
shown on the Army Engineer’s c’nrt. of Lake
Minnetonka. He also stressed the importance
of nof.'c as a public nuisance and urged
study of possible measuring devices and
standards to permit adoption of an enforceable
noise control regulation. He recommended
that all applications for marinas, launching
ramps, or other waterfront installations.

Don«»oske moved, McCarthy seconded, that
approval of the Hork building permit be
recommended, subject to conformity with all
existing codes, and that the Chairman should
contact Hennepin County and all other
interested parties concerning the nroblems
w.iich had been discussed. Motion, Ayes C3) . pays (0).
George Scherven, representing himself,
presented a topographical map of the area
he wished rezoned, legal. Lots 49-S2,
Wallace’s Addition to Minnetonka Beach,
3260 Navarre Lane, for purposes of
constructing a telephone storage garage
for 24 company cars.

the approval of the rezoning be recommended.

McCarthy moved, Stubbs seconded, that the
division of Robert Dongoske, Lot S, Block 2,
Forest Arms, 4230 Forest Arms Lane, bo
divided into three parcels and combined
with adjacent properties. Motion, Ayes (31

Richard Tuthill, dba Unity Investment,
represented himself, in a request for a
^nditional use permit to construct 10
double units on Lot S, Block 4, Langdon
Park, 2535 Shadywood Road. Heard were
Messers. Van Lierre and Hanson, Mesdnmes
Anbuhl and Elliott. Mr. Tuthill explained

pight now was to allow adults only. Several
neighboring residents who were present agreed
that the revised plan answered the objections
they had had to the plans previously submitted.
Oongoske noved, McCarthy seconded, that the
permit be allowed after approval of proper
building plans. Motion, Ayes (3) - Nays (0).
The following marina licenses i^eee considered: MARINA LICENSES
Gayle’s Marina License. James Grathwol,
represented Gayle's Marina in asking for a
license for 158 slips in lieu of the 134
slips allowed in 1967 and 1968. It was
reconmended that there be no expansion.
Paul Fahlin - Paul's Landing: It was
reconmended that »fr. Fahlin be allowed to
use his "Satellite" service as last year,
as the cost of another sanitary service
would be exhorbitant in view of the
approaching Municipal service.
Krown's Bay Marina; It was recommended that
^he licensed slips remain at 50 as last
year as there still would not be adequate
narking.
The rest of the applications, including
Mr. Hork's lake dockage, were considered
and it was recommended that there be no
expansion from last years standards.
