PREPABBED HOUSES - Hilton Homos - Cecil Taylor S« PROPOSED ORDINANCE - Low Lying Land 6. amend zoning CWE ■* 100* Setback for Commercial Buildings VILLAGE OF ORONO Regular looting of the Planning Connission, Noveaber 16^ 1970 The Planning Coamissioii met on the above date with the following members present: Chairman Poisson, Doiigoske, Dorn, Elliott, Gasch^ Kullbcrg, Nicholls, Russell, and Councilman iteCarthy. Absent: fiartig, O'ilalley, and Schooning. Chairman Russell acknowledged the new Chairman, Fred Poisson, who proceeded to preside over the meeting. Raymond Abrahamson represented himself in an application for a division of his property at 22S North Fcrndalc Road, Parcels 205- 3600, Section 36. He brought a rough sketch in last monti; to sound the thinking of the Planning Commission on the division at which time he was informed they would give it a favorable consideration if he brought in a bettor preliminary plat. At this time, he nrosented the new plat. It was first noted by members that the new nlat consisted of nine lots, whereas the old one was six. Members then studied tl.c surrounding area land observed Mr. Abrahamson was surrounded ^on one side by Hill-'J-Way, consisting of lots approximately the same as the plat ns presented, the railroad tracks on another side and North Fuvndalo on the third side. Russell moved, Elliott seconded, that the division could not be allowed as presented unless the property was zoned to R-lD. .'lotion. Ayes (8) - Nays (0). James Thilman represented himself in the division of property at 915 Brown Road North, Parcel 1010, Section 27. The Planning Commission at the last meeting recommended a division of the property into R-IC lot sizes and that he should sell the lots in multiples of these lots as approved. Ir. Thilman presented a plat drawn un this way and stated that the 14 acres had been sold, divisod into four lots and that if, in the long-range future, this would be necessitated, the zoning perhans would be different than the present. lliott moved, Nicholls seconded, that tho ots remain as presented in the first preliminary nlat--that is, four lots, .’lotion. Russell Moved, Dongosko seconded, that since the lot was in single separate ownership, there already was a house on the property, the property has nimicinal sewer, Mr. Schultz should bo allowed to rebuild or restore. providing plans were submitted to tho Planning Coaaission and^ - - - - - - -Village Council.Motion, Ayes (9) - Nays (0). Since tho division of John Bollin. Stubbs Bay Road North, Parcel 2625, Section 32, meets all tho requircinents of the R-IC zone. Kullborg moved, Nicholls seconded, that the division, as presented, bo allowed, contingent on tho 50' to the west of the tract owned by Kenneth Bollun be combined with his property. lotion. Tno request of Cecil Taylor to be allowed to place a Hilton prefab house on his property on Vino Place was studied, riomeors agreed that some provision for lower cost housing should bo provided for but that duo thought should bo given to an earnest study of all aspects of prefab housing before any comnitnents be made. Cotaicilman McCarthy, Kullberg and Poisson volunteered to be on a committee to do more research work on the possibilities of prefab homes. The building inspector said he would have more facts after a IJ.B.C. conference meeting of November 19, 1970, at which time Heston Homos would present facts and photos regarding same and that ho would contact U.B.C. regarding an alleged $700 fee for inspection on the Hilton Homo. Poisson questioned who was 'going to take care of land in the flood plain area, for which there was no ready answer. In general, nenbers agreed it was a needed ordinance and sooewhat more thorough than our present ordinance. The building inspector stated that it should sfipcrccdo Chapter 70 of the U.B.C. where there could be conflict. LOIf LYING LAND OKOINANCB It was noted that 100* side setback on Crystal Bay Road and Highway fl2 was not a coaaorcial but an industrial setback. Kullbcrg questioned a 100* side setback in coraercial areas as there are SO* lots in situations such as this.
