Regular Meeting of the Planning Commission,
June IS, 1970
The Planning Commission met on the above
date with the following members present:
Acting Chairman Wicholls, Horn, Elliott,
Gasch, Kullberg, Poisson, and Councilman
McCarthy. Absent: Chairman Russell,
Bartig, Dongoske, O'Malley, and Schoening.
A representative of th<* Jehovah Witnesses
church showed plats of the proposed division
of the property owned by Ella Gruppe,
.‘5675 Togo Road, part of Lot 7, Block 19,
Parcel 5600. This showed a division of
the two and one-half acre parcel into two
lots, one 100’ wide, and one 164' wide.
Tie church is also asking for a conritional
use permit to construct a Kingdo"> ".all on
the larger tract--contingent on division
approval.
Members asked the reason for the 12'
easement on the Gruppe lot and were informed
it was to service one residence in the rear.
Questions were also raised on the placement
|of the house in relation to the cascncut
'and side lot line.
Poisson moved, Gasch seconded, that tho
division and conditional use permit be
tabled for more study and asked that
the present residence be shown on the plat,
that elevations and placement of the proposed
church bo shown, what the seating wiU bo
in relationship to the parking area and
that a traffic study be made. Motion,
Ayes (6) - Nays (0).
Dennis Kilbane represented himself in his
application for a conditional use permit
to dredge and fill property owned by him on
Big Island. He stated that the property
he was going to fill was a dormant area and
contended that he would entice more wildlife
into tho area by filling it than leaving it
in its present state. Elliott questioned
whether winds would not wash out filled
area and Mr. Kilbane stated the area was
too slicltercU for this. Nicliolls stated
Mie iiad made a trip out to tJie island to
Pbxplicitly review the site, and was of the
opinion that the site had very little value
in its present state.
Kullberg moved, Dorn seconded, to allow
tlie permit. Motion, Ayes (6) - Nays (0).

Beach, Parcel 3000, was reviewed
Dy Mmbe». Members were apprehensive
notedthat the lot had been in single separate
ownership since 1957, that there was a
res.dence on it already, that the area
was sewered and that other residences
the area had similar size lots and
setbacks and that adjacent neighbors had
no objection to the construction.
Poisson moved, Nicholls seconded, to
approve the variance. Motion, Ayes (6) - Nays (0).
Elliott moved, KulJtcrg seconded, that
since the dividing off of the parcel did
not change the r.oning status of Lot 55
that the division be approved contingent
on combination with Parcel 1060, Section 10,
now oifned by Fred Poisson, 4010 fiayside Road.
Motion, Ayes (6) - Nays (0).
The new preliminary plat for Arnold Hegge,
f 3465 Sixth Avenue North, Parcel 4050,
Section 29, raised questions on the
accessory building on the lot to tiie south.
Dorn was of the opinion that since the
entire area consists of large tracts of
land that some preliminary planning should
be done incorporating the area so there is
overall planning for future streets--39.lon
(7), also states that cul-de-sncs over
500* long should bo avoided. This one is
nearly 800* long.
Dorn moved, Kullberg seconded, that more
study be made of the area and that Mr.
liegge and his neighbors be alerted to this
study so they could plan the future use
of their property. Motion, Ayes (6) -
Nays (0).
Dr. David Dunlap's application for a
division of his property at 1595 Bohn's
Point Road, Lot 1, Parcel 200, Lydiard
Park, was studied. The Building Inspector
had required a topographic map of the lot
to ascertain how much of the property was
swamp, which was supposed to have been
presented at the meeting. This inadvertently
was sent to Attorney Wangensteen's office
so was not presented. In the absence of
this, members recommended further study
on the division and tabled it for the next
meeting.

Study was again made on the accessory
building ordinance. Porn questioned the
validity of the section of the minutes
Of I4arch 6, 1970, which recoimond a conditional
uso pomit to be terminated in the event
ownership or usage woul-^ be severed at which
tioe the building would have to be removed.
It was decided that a conditional use permit
without the restrictive clauses should
suffice.
Dorn asked that Minutes of May IP, 1970,
Pag# 2, second paragraph, secon^’ sentence,
be aaended to read "Porn questioned
whathor they could be built at one-third
of the cost of a conventioial or prefabhod
hone*'.
The matter of a coiidittonal use normit
to construct a quest house on the promises
of Hirold Greenwood, POl Tonkawn Road, Lot 1,
Aud. Sub. 217, Parcel .109, was reviewed.
At the May 13, 1970 meetinq, a mobile home
was proposed for the guest hotise which was
rocommended for disapproval by members. A
call was received Monday--too late for the
Agwnds--to review the anplication lyith the
usage of a 36* X 32* conventional two-bodroora
hOM for the purpose. Moobors agreed with
tho legality of the request, but stated
there should be a site plan for study
before finalizing.
General discussion was again hold on the
using of prefabbed homes versus conventional
homes.
