RoRular Meeting of the Planning Commission.
March 16, 1970
The Planning Commission met on the above
date with the following members present:
Chairman Russell, Elliott, Gasch, Kullberg,
Nicholls, Poisson, and Schoening. Absent:
Bartig, Dongoske, Horn, and O'Malley.
7:30 P.M.
Arnold llegge represented himself in a
division of his property at 3465 Sixth
Avenue North, legally describe^ ns Parcel
4050, Section 29, consisting of 7.25 acres,
which he wishes to divide into tliroe lots
consisting of 2.3, 2.7, and 1.75 acres,
respectively. He submitted a plat showing
the division of the lots but no streets or
turnaround, ilembers noted that the
garage would be on one lot without a
principal building an^’ also tliat it could
be in the wav of the cul-de-sac, and there
was also doubt as to the setback of tiic
homes on this and the adjacent lot. Members
agreed that tno lot met the acreage and
frontage requirement, and that if the
street met all tlie zoning requirements
they would approve the division.

town Road, legally described as Parcel
4500, Section 32.
Russell moved. Elliott seconded, that
since the lots did not meet applicable
zoning ordinances as to access, accessory
buildings wltiiout a principal building,
frontage requirements, the division siiould
be denied. Motion, Ayes (7) - Nays (0).

Norman Larson's application for rezoning
his property at 3505 Wayzata Boulevard,
le,-ally described as Parcel 2300, Section
32, from R-IC to I-l. Poisson questioned
the rezoning of one property at a tine.
Kullberg opined that regardless, the
possibliity of rezoning this particular
property should be studied. Gasch voiced
concern over the residential property
adjacent to this property, how it would be
effected even if sennrated by railroad
tracks. (continued)

first step should be obtaining the oninion
of all tiie effected people in the area
bounded by Highway ^12, the railroad tracks
and Old Crystal Bay Rond; also, tliat any
rezoninn of these properties slioitld be
on an area rather tlian piece-by-piccc

Discussion was then held on property sotit>i

DISCUSSION
C. William Wolfe represeutei* himself in an
application for a division of Lo*- 1, Block 2,
Langdon Park, Parcel .‘^SO, ^245 Crystal Bay
Road, owned by Ray Anderson. Members agreed
that this was an ideal disposition of this
small lot.

Nicholls moved, Elliott seconded, tnat the
division of the above lot be allowed if
each half will be combined with adjacent
i^ropertios. Motion, Ayes (7) - Nays (0).
Russell read zoning ordinances ^1.310 and
the Village Attorney's suggestions on
amending same.
ACCESSORY BUILDINGS
Russell moved, Nicholls seconded, t’^at he
should nut in proper legal form certain ideas
embodied in his recommendation consisting of:
(a) the permit should be a conditional usage
which would be terminated in the event that
ownership or usage is severed, at whicji time
the structure would have to be removed, (b) that
a hardship must exist, (c) ti»e usage, ii allowp»',
could not be contrary to the zoning or buil’inq
codes, (d) accessory lot must be senarated from
the nrincipal lot by public street or higliway.
Motion, Ayes (7) - Nays (0).
The meeting adjourned at 9:DO P.M.
