There are three agenda items for Septemb^ir 20, 1971
1* George Johnson - a division of 14 lots of the Parten property on
County Uoad #135. This has to be one of the most beautiful divisions
that ever came in. All lots moot acreage requirements and the sub<
division will have wild life sanctuaries In addition to the 14 lots.
The plat and topog are too large to send copies.

The lagoon is at the dead end.
These properties are all in the sam.? general area.
The meeting of September 20, 1971 will start at 7:00 P.M. with a joint
meeting of Village Council and Planning Coraraission. The Council and
Planning Commission will discuss the MVBT applications for a conditional
use permit and dredging. Regular business will be conducted at 8:00 P.M.

members; Chairman Poisson, Butler, Elliott,
Gnscii, llerfurth, Kiihlcraeier, Kullborp.,
Nicholls, Ryorsc, and Soutliworth. Absent:
Hays.
7:00 P.M.
Richard Gray read the following letter:
1) Our Foundation requests Ii)S Properties,
Inc., on our behalf, to withdraw tao
application to the Village of Orono for
permit to dredge a minimal channel in
the ’’Navarre tfiaiiRle" v/ctland.
2) Our Foundation requests IDS Properties,
Inc., on our behalf, to ask the Village
of Orono to table for a 60-90 day period,
the npolication for a conditional use
permit to construct the facility of the
Freshwater Biological Institute on the
npproxim.ite five acres, ns detailed
in the permit application, to allow for
the exploration of otlier possible sites
that would include lake access.
3) Our Foundation requests the Orono Village
Council and Planning Copuaission to appoint
a site selection committee to work v.-ith
us to find n nutually-agrceablc location
in Orono for the Institute facility, if
they wish to have the Institute located
ifithin Orono.
David Siiernan road a letter outlining the
development plans for the IDS Fronertios, Inc.
and Freshwater Biological Institute in the
Navarro area at the intersection of County
roads fl5 and .’19. He stated that due to
the objections presented by various groups,
ins Properties, Inc. is requesting permission
to table their applications for a period of
90 days.
A petition with 1,300 names was presented to
the Coimcil in regard to the IDS’Properties,
Inc. proposal in the Nav.arrc area with the
following conditions:

Oppose the granting of requests for
dredging or filiing marshlands protected
by tite Orono Wetlands Ordiaancc.
PETITION
Support our present zoning ordinances and
oppose any rezoning or granting of
conditional use permits unless justified
by local public need.
Oppose closing of public roads for
development purposes.
Dorn moved, McCarthy seconded, that the
request of the IDS Properties, Inc. and
the Freshwater Biological Institute for a
conditional use permit bo tabled for a
period of 90 days. lotion. Ayes (4) -

Dick Gray spoke briefly on the sites and the
need for haste because of the apnroarhina
winter season and rising buildiiig costs. ’

Caairman Poisson introduced Marc Whitehead
WHO spoke on t.ie facts and testimony from
tiio public hearing hold on the matter of
Clark Oil Company, lie asked that the
Planning Co.miission got two voliuitccrs to
give Orono's side of the pending law suit
with tliat firm. Chosen wore Butler and
Elliott.
CLARK OIL COMPANY
George Jo.inson represented hiraself in a
division of 24 acres on Tonkawn Rond into
14 lots. In the ensuing discussion, it was
brought out that all lots conform to th-
present zoning; that the subdivision would
have built in restrictions on building

William Wolfe, 3255 Crystal Bay Road,
represented himself in a garage setback
variance from 10* to 6* on tJie side and
from 50* to 6* on the rear, lie presented
the surveyor's drawings showing the placement
as requested by members at the last meeting.
He also presented a letter of approval from
the encroached upon neighbors contingent on
drainage from the garage flowing to the
east rather than over his proerty.
Kimlemeier moved, Elliott seconded, that
recommendation be made that the variance
be granted. Motion, Ayes (10) - Nays (0).

Herfurth moved, Southworth seconded, that the
Planning Commission recommend to the Village
Council that approval be given to the ordinance
as read. ;iotion. Ayes (10) - Nays (0).
The general need for a professional planner
was discussed. The shortcc ings in capability
on toning matters of the present staff were
pointed out by Ralph Martin.
Poisson moved, Butler seconded, that the
ins density study be moved to the next meeting
and members were asked to come prepared for
discussion. Motion, Ayes (10) - Nays (n).

The desperate need for professional planning
help was brought up again« The consensus of
opinion was that dollars spent on a planner
now was money well spent.
Elliott moved, Kuhleneicr seconded, that the
planner, Brauer Associates, bo obtained to
talk to members on density. Motion, Ayes (10)
Nays (0).
