Wishes to sell the lots as bull lable lots. They are serviced by sewer- Since tho lots are irregular, I can only approximate the size at 16,000 square feet. Market value is placed at $4,200' Tuxes, $205, and a $2,750 sewer assessment will be placed on them next year. The lots are at tho end of .Spruce Place to the right, according to the plat map. 2) Division - Dack - North Arm Drive and Dahl Road Willis Dack wishes to divide his property consisting of 1,78 acres into two lots; one - one acre lot; one - .78 acre lot- The property is tho S.E, comer of Dahl Road end North Arm Drive. The house is back on Dahl Road. The .78 parcel would be on North Arm Drive and would be serviced by sewer. There is no sewer on Dahl Road, so he would sell one a .re with the house. Mrs. Dack is blind and Mr, Dach would like to build a special house for her as the old one is two stories Division ' Starkey - Starkey Road and Sixth Avenue North Hennepin County has bought all of the Starkey property for the park, but left him l*i acre .parcel along with tho building on the junction of Sixth .\vonue North and Starkey Road, N.E. comer.4 ■».ice - Pollock • Lot Size and Frontage The Pollocks have a 50' X 100' lot with an old house on it. T1\ey want to establish if it is buildnble lot -taxes, $100 and a pending water assessment, $1,000. It is not in :;ingle separate ownership as their house is adjacent to it on a bit larger lot. If it is not buildable, they intend to abandon it. To view, it is adjacent to the east of the second house on Northern Avenue, Division - Crosby - Spring Hill Road This was be foie us once before. Tho property Is part of the Crosby property on Spring Hill Road and Sixth Avsnue .North. We denied the division since ro access was .shown. We received a letter from .Mr, Crosby saying he was going to deed .an ensomeat to the property but it takes time and his son in-law has called me saying ho is anxious to build. 6) Division ♦ The Kutzs' .Kutz Cotinty Road #19 *5 «1S1 sold us 11 acres lor a park at 119 and *151. This is merejv to retain a small part as a garden spot as agreed upon by the Village. •‘f't 2. 7) CONDITIONAL USB PERMIT - Frye • Double Bungalow John Frye is seeking to construct a douMe bungalow on the lot Just west of the Fabric House on Lydiard Avenue under the ordinance which allows this type £f construction in the first titir of properties adjacent to a B>1 Zone. 8) PARKING LOT - Church of the Open Door Will have plans in for a new praking lot. il W'^ ■ • 1 •' >''t' ^ '-j, mm VILUGB OP ORONO Sptcial Mtating of the Plmaing CoMitslon, August II, 1971 The Planning CoMiission met on the above date with the following members present: Chairman Poisson, Butler, Elliott, Gasch, Hcrfurth, Kullberg, Nicholls, Southworth, and Councilman Dorn. Kuhlemeier late. Absent: Hays and Ryerse. Mrs. Miles represented the Minnetonka Art Center and spoke briefly on the work they were doing and some of their goals. Poisson thought this was a good, valid use of the property. Kullberg said since there was no voiced opposition at the public hearing of August 16, 1971, the permit should be allowed. Herfurtli stated that he thought the price paid for the school was fair since the usage of the building in a residential zone was very limited. Elliott moved, Nicholls seconded, that the non'Conforming conditional use permit, be approved. Motion, Ayes (8) - Nays (0). John Frye showed plans for the proposed double bungalow he wished to construct on Lot 1, Apple Hill, pointing out that it would be a walk*out basement, that he would reside in one unit and would retain all the trees that he could while constructing. The developer, Mr. Van Lier, had sounded out the people in the area as to the desira- if haviibility of having a double in this spot before he sold the lot to Mr. Frye and said there was no opposition. Mrs. Elliott, who would be an adjacent owner, said she thought it was a good gradual breakdown of density from R'lC to B'l and it would fit into the area very well. Elliott moved, Nicholls seconded, that the conditional use permit, be approved. Motion, Ayes (8) • Nays (1). Kuhlemeier Nay. Thomas Crosby, Jr. represented the Crosby estate in a division of 16«f acres from their property. Parcel 2600, Section 36. He explained that due to the swampiness of the area adjacent to East Long Lake Road the Winstons would prefer to use an casement which they were in the process of obtaining through the Crosby property over constructing an access. In addition to this, Thomas Crosby, Sr. was deeding 50* of property along East (Continued) 7:30 P.M. TIeobers studied the matter of a variance for Lot 9-10, Block 10, Saga Hill. Herfurth moved, rullberg seconded, that the variance should be approved contingent on combining the two lots because (a) it would be a vast improvement of existing platting (b) would fit into the overall neighborhood pattern (c) the area is serviced by sewer (d) the property has been in single separate ownership for many years. ?fotion. Ayes (9) - Nays (0). VARIANCE Lots 9-10, Block 10 Saga Hill The plat of the property oT Willis Dock, 1020 North Arm Drive, was studied by members. Mr. Dack is proposing to divide 1.73 acres into two lots, one, 1 acre unsewered lot with a house on it, and one .78 aero lot where he proposes to construct a rew home serviced by municipal sewer. DIVISION 41307 - 800 Herfurth moved, Kullberg seconded, that s>nce the one acre lot meets the toning code and the lot that is sewered is similar in site to lots across the street in Forest Arms Country Club, the recommendation be that the division be approved. Motion, Ayes (9) • Nays (0). N: i Herfurth moved, Elliott seconded, that action be tabled until Mr. Starkey or his representative appears and explains exactly what he wishes to do; also, that he get from Hennepin County DIVISION Starkey exactly what property they own so it can be drawn in the half-section map so study can property iialf-secl be made on what is being done. Ayes (9) - Nays (0). m- Motion, Poisson moved, Kulilemeic * seconded, that it be recommended that the lot in question is not large enough to build on, being only 1/9 of the required acreage. Also recommended was the lot be covbined with their adjacent lot and one water .sssossmont be given to the two lots and the existing cabin be rated. Motion, Ayes (7) - Nays (2). Since there is prirate property between the church and the lot, Poisson asked hia how they proposed to get passengers fron the lot to the church. Mr. Swaggert stated the County would give then pemission to use their right of way for this purpose. Kullberg neved, Poisson seconded, that the Planning Connission be allowed to have the Village Attorney on the agenda for a short tine at a future neeting to explain sone pertinent natters to nenbers.
