I iiil'i'K; :mrm ✓ TO: Planning Coamisalon Meabers FROM: Mike Scheller, Secretary DATE: July 22, 1971 SUBJECT: Agenda Iteas - August 2, 1971 The following items are on the agenda for August 2, 1971: 1) Christoplier Dahl purchased Lot 8, Shorehills, and wishes to ostebli'.h it as a buildable lot. The lot is a bit short of the one-acre require- ments and, common to many lots in Shorehills, short of the frontage requixemant. The property is to the right of Lyle flalverson’s property at the end of Maploridge Lane, a bit ahead and across the street from the Fabric House in Navarro. 2) Gary Beito, Lot Site and Frontage Variance. Ke had this at the July 19, 1971 meeting and tabled it, I studied the tax structure on th * lot. Last year's reappraisal moved the market price from $1,600 to IS,600. Present taxes are $176. There will be sewer assessment of 12,750 placed on tlie property this fall- To view • I was erroneous in the last directions in so far as the pint map is in error on the placem,:i of Grandview Avenue- go north on #151 to Grandview Avenue, which is shortly after you make the first two sharp bends and is to the left. Make the left turn to the dead end then a right. The lot in question lies 100' past the last house on the lake side. 3) Harold Roberts Division. Caroline Avenue, Casco Point. This was before tl»e Planning Commission before and a rearrangement of two lots out of the five platted lots was recomrionded. The lots are each 50* so they are planning on one 100' and one ISO'. 4) Robert McKee, Division, Junction of Watertown Road 8 Sixth Avenue N This was passed by the Planning Commission at a prior meeting end retur by the Village Council asking for a contour map whicli is now on file. 5) Big Island^ Dennis Kllbane, Petition to Ban Motor Vehicles, Somebo owning an amphibious and land vehicle, named Richard Rowe, has property on Big Island and has started r.o use one of the many public lake access >s to get to his property by means of this vehicle. A number of people have petitioned to prevent any vehicle to use same. 6) Yale Smiley, Division. Gasch, Hays, Kuhleneier, Kullberg and Nicholls. Absent: Chairnan Poisson andHerfurth. !-tessers. Braun and Shernan represented IDS in a presentation of a new proposal for land use and density in the Navarre project, leaving the*swanp areas intact. Kuhleneier noved, Elliott seconded, that since there was no conflict of interest and ^the neighbors had no objection to the use 1'of the let as a buiIcing site, the variance be reconoMndad for arproval. ^totion. Ayes (8) - Nays (0). Menbers studied the plat and contour nap of the area. Kullberg noved, Kuhleneier seconded, approval be recoMsended. Motion, Ayes (8) - Nays (0). Kuhleneier noved, Kullberg seconded, that the petition of people on Big Island to prevent the use of notorisad vehicles on public right of ways thereon be denied since there were no ordinances of the Village, County, or State to prevent the usage of sane. The ordinances requiring one parking space for each four seats was brought out. Menbers also noted there was nuch congestion and on* street parking at the Sunday services, which are f hazard CONDITIONAL USE PERMIT Church of the Open Door already lous. Kuhleneier noved. Hays seconded, that a site plan and a contour nap be brought in for the purposes of constructing more parking space to conforn to the Municipal Parking Ordinance for the present and proposed usage. Motion, Ayes (8) - Nays (0). MINUTES OF A REGULAR IIEETING HELD AUGUST 2, 1971 Page 2 The tax structure of this property was studied by nembers. Gasch moved, Nicholls seconded, that the Planning Commission recommend that this be declared an unbuildable lot. Motion, Ayes (7) - Nays (1). Southworth Nay. VARIANCE Gary Beito Lot 7, Parcel 1400 Sharp ^ Lindquist Add. ■:1 Butler moved, Nicholls seconded, that since the lot would not conform in size and front­ age to the majority of lots in the area, recommendation should be made that the subdivision be disapproved. Motion, Ayes (8) Nays (0). DIVISION Yale Smiley Lots 16-17, Pheasant Lasm Parcels 3200-3420 • ^ Kuhlemeier moved. Hays seconded, that since the lot was in the family for two generations and there was presently an old house on the lot, under Munciipal Ordinance 31.200, a variance should be granted. Motion, Ayes (8) - Mays (0). VARIANCE Mabel A Bernice Dahl Lot 5, Block 1 Saga Hill Hays moved, Elliott seconded, that the rearrangement of five lots into two lots as submitted, be approved, ’lotion. Ayes (8) - Nays (0). DIVISION Harold Roberts Lots 1-5, Block 2 Casco H^^iP.hts Kuhlemeier moved. Hays seconded, that a public hearing on the matter of a conditional use permit to allow the construction of the Freshwater Biological Institute and dredging a 1400* access thereto be ordered for August 16, 1971 at 7:30 P.M. at the Orono Senior High School. Hays seconded, that a public CONDITION. o£ ^ Art enter the Hill School as the future home of the Minnetonka Art Center be held at 7:00 P.M. in the Orono Senior High School. Motion, Ayes (8) - Nays (0). Richard Gray, Sr. spoke briefly on the progress of the Freshwater Biological Institute stating that tentative plans were for the FWBI to acquire instead of lease, the five acre site and the swamp land adjacent to it; also, that a minimal 25' wide channel from the lake to the institute was proposed with an independent body to study any further width needed.
