SUBJECT: Planning Conission Agenda - July 19, 1971
There is only one iten on the agenda.
Gary Beito is applying for a lot size and frontage variance on Lot 7,
Sharp Q Linguist Addition, Parcel 1400. The lot is SO* X 200' and
was adaittedly purchased in 1969 fjv the sole purpose of obtaining
lake shore access for their properly on North Am Drive; however,
the assessed valuation doubled last year and ho feels that if the
lot is unbuildable the valuation is too high. He states Mr. Martin
from the County Assessor's office concurs with him.
To view the lot, drive out 1151, or North Arm Drive as marked, to
Dijelm's Body Shop. Directly across North Arm Drive is a narrovi
street going toward the lake marked Grfndvicw, go down to wherta it
turns right and go to your right 50'. The property runs from the
road to the lake the next 50’.

Meabers studied the variance application of
Cary Beito, 1169 North Arm Drive, for lot
sixe and frontage fron one acre, 140* frontape
to 10,000 square feet, SO*.
Herfurth aoved, Southworth seconded, that the
application be tabled for further study on the
tax structure and coapat«ibility with surrounding
properties, ffotion. Ayes (7) - Nays (0).

At this tiae. Planning Comaission aeabers were
joined by Village Council aeabers Dorn,
McCarthy, Searles and Mayor Oberhauser for
a review of the Freshwater Biological Institute project.
Oberhauser brought everybody up to date on all
the various aeetings, both foraal and inforaal.
held on the matter of IDS and FBI project and
also read a letter froa IDS which stated they
were asking Orono to hold all their applications
in abeyance so they could consider soae
aodifications and review the project.
Searles spoke on the matter of density--particularly
the relationship of the density as requested by
IDS versus what density would be permitted under
Orono zoning ordinances as now written.
Herfurth spoke on the cost of ecological benefits,
particularly the lands in the watershed, posing
the questions of who was going to pay for the
value of these lands, the fee owners or the tax
payers.
Gene Hollenstein, Chief Hydrologist, Division of
Waters, State of Minnesota, spoke on their
interest in the IDS application. He said while
their work was chiefly in unincorporated areas,
their department also was doing research in
corporated areas in such facets as the distance
from marshlands construction should take place,
greenbelt areas, business zones in wetlands
areas. He also commented that they have a
special group--Stiidy for Lake Minnetonka, which
will study all marshes in the Lake Minnetonka
area during the next 18 months.

A petition uat presented signed by 300
residents asking the Council to hold two public

hearing at least four weeks apart on rezoning
of the Navarre area.
Cortlen Cloutier stated that the present zoning
ordinance represents the Orono propeity owners
philosophy of low density development and that
IDS knew of the zoning restrictions when they
bought the land. He asked that IDS develop a
SiIan to confora with the present zoning density,
felt that the swamp is a Pfilter the water and stated h

3295 Caraan Road, were appointed by a citizens
group to represent then in meetings with the
Planning Commission on the IDS proposal.

IDS Propotal
Richard Gray then spoke of the history of the
choosing of the present site for the FBI, and
answered questions posed to him on the advantages
of the site and the disadvantages of various
other sites brought up. Ho discussed with the
audience the possibilities of various alternatives
as to access to the FBI.
FBI HISTORY
The following in the audience were among those
who spoke on problems of density, filling,
dredging, access, locations for the FBI, and
democratic processess involved:
Messers VanNest, Cloutier, Nelsh, Solie. Dunsheath,
Thompson, Hartman, Massengale, and Birch.
Mesdanes: Dotzenroth, Schmidt, Powell, and Nelson.
Elliott moved, Butler seconded, that the meeting
be adjourned at 10:20 P.tl. Motion, Ayes (7) •
