Regular fleeting of the Planning Commission,
July 6, 1971
The Planning Commission met on the above
date with the following members present:
Chairman Poisson, Butler, Elliott, Gasch,
Herfurth, Kuhlemeicr, Xtillberg, Nicholls,
and Southworth. Absent: Dongoske.
William Sween presented a preliminary plat
for a division of the Raymond Abrahamson
property on North Ferndalc Road explaining
that the lots were compatable in size with
adjacent Chevy Chase and even property on
tlic east side of North Femdale. lie was
questioned regarding the two low pockets
on the property and he contended they
were the result of the sewer project in the
area and showed photos of how the land was
prior to the project. Ho stated that
provisions would be made for overflow and
flooding. It was here noted that ho had
three sewer services for the property.
Sween stated that service would be brought
in for the entire project. V/hen asked if
he would bring in a final plat for the
division if it were approved, he stated he
would. On the matter of lot size, ho
stated simple economics dictated by the
sewer and water assessment forestalled
any large lot size.
Gasch moved, Nicholls seconded, that ho
should bring in a preliminary plat with
lot sizes no smaller than one-half acre,
lotion. Ayes (7) - Nays(2). Herfurth
and Kuhlcmeier Nay.

Messers Braun and Hedlund represented
IDS in a presentation of the plans for
their land usage in Navarre, explaining
that their original intent was to present
this in three stages, a stage at a time,
but plans changed so they were presenting
the entire package. After Planning
Commission members voiced tome concern
over the compatability of the aims of the
project with the ecology of the area and
Municipal Ordinance NO. 125, (Wetlands
Ordinance), citizens in the audience asked
to be heard. The following asked questions
and voiced concern:

From Minnetonka Beach: lessers Grimes and
Blair.

Van Nest, Johnson, Mr. ^ Mrs. Schroeder, and
Mrs. Sclinidt.
Questions varied fron the need of the
PBI building at all, using nobile
laboratories instead, to asking why the
lab could not have a nobile nethod of
carrying saaples fron the lake to the lab
instead of boat egress through a channel.
All questioned the need of the extensive
dredging now planned for a sinple egress
to the lab and the consensus of opinion
was that the dredging was nore tied up
with the connercial aspects of the project
than the ecological. Also questioned was
the need to fill the swanp to the north of
Councy ilS and the need for any rezoning,
or at least to Unit rezoning. Other
salient factors brought out were that nost
people lived in this area because of its
low density and openness and they were
for slow orderly progress as the needs
presented themselves rather than any
projected development that there was no need
for which could even bring an economic
loss to the area. It was then -brought
out that citizens in the Navarre area had
organized so they would have some representation
in the planning of the area. At this time,
the IPS representative said they would
gladly meet with any group for discussion at
any time, and the Planning Commission said
they would gladly have two Ad Hoc representatives
from the citizens organization sit with them
at any meeting or discussion they might
have on the IDS proposal. Everybody agreed
there should be some representation from
other governmental agencies involved, so that
their opinions could be heard before the
project planning moves too far along.
Kulilemeier moved, Nicholls seconded, that
the Planning Commission table all of the
Navarre project proposals of inS and try to
organize the community groups, administration
and IDS so that together they find a solution
to the problems at hand. Motion, Ayes (9) -
Nays (0).
Poisson moved, Kuhlemeier seconded, that
^ the meeting be adjourned at 10:45 P.M.
