SUBJECT: Agenda ~ May 17, 1971
The Items for the May 17, 1971 agenda are the same as submitted
April 27, 1971, with the addition of one.

The property is located at 3375 Crystal Hay Road,
Permission was granted by the encroached neighbor; however, the
oroposed 20' X 24* structure wotild be about 5 from the garage
on that property. The railroad abuts the rear.
The owner states ho has a need for more storage and any other
placement would involve very costly excavation.
T will take a picttire of same for those who are unable to view
the site.
Consider discussing the need for a three-quarter acre zoning
ordinance.

Gasch. Kullberg arrived at 8:15 P.M. Absent:
£4 Poisson* Dongoske* Herfurth* Kuhleneier*Nicholls, and Parten.
Mr, Lindberg, representing the Clark Oil Co,,
showed pictures of Clark Stations on various
sites pointing otit the neatness of their
operations as everything is contained,
that other stations have cars of various
vintages standing around while Cliirks only
business is selling gas. Butler questioned
the sign area to the sides to which *lr.
Lindberg answered "we can live without it."
Southworth asked why they wished to nlace a
station next to an existing one. Mr.
Lindberg stated the site was a natter of the
right property coning along at the right
time* and he did not feel competition was
a problen as the national projection was
that traffic count would double by 1980;
|also* that since the property was corwercial
and was going to be developed* he could see
no reason why it should not be a Clark
station. When the question of the lights
being used on a 24-iiour basii, was brought
up* Mr. Lindberg explained they were ousiness
people* and since using lights is costly
and there is a reduction of traffic after
10:00 P.M.* the policy is to keep lights
minimal after that hour.
Elliott moved. Gasch seconded, that the
Village Council give favorable ccnsideration
to the Clark Station, ifotion* Ayes (4) •

Mrs. Zahl represented herself in a division
of property at 3820 Baysidc Road. It was
brought out that the lake access that was
being deeded with the property was involved
in a study of the Thomas Betz encroachment
on the adjacent public access* but since
this was not the problen of the Zahl's they
should not be involved.
Elliott moved* Gasch seconded* that approval
be recommended. Motion* Ayes (5) - Mays (0).

Mr. Jay Kelser, 3375 Crystal Bay Road,
represented hiaself in a setback variance
to place a coabination storm cellar and
storage building, the building to be 3'
froa one side and 10' from the rear lot
lines. Butler and Elliott stated they had
seen the site and it was a logical placement.
When questioned about the nearness to the
other garage, Mr. Reiser stated it would be
concrete block construction.

since a driveway to same would be awkward,

storage and that there would be no sales
from his home as his office was downtown.
Elliott moved, Butler seconded, that a
variance be recommended. Motion, Ayes (S) -
Nays (0).
Hr. Navratil represented himself in an
application for lot site and frontage
variance on Tracts B. AC., RLS R91,
Since Tracts A A D were already built on
and the lots would represent an aggregate of
256' frontage if combined, involving a
•high sewer and pending water assessment.
Elliott moved, Butler seconded, that approval
be*> recommended. Motion. Ayes (5) - Nays (0)
William Gagne was present for a study of
the rezoning of property north of Washington
Scientific consisting of 77 acros. It was
brought out that previous action had stated
that it was intended to rezone the property
contingent on the receipt of an appropriate
plan for light industrial or other reasonable
use. Mr. Gagne stated that the intent is to
develop 18 acres as multiple with a density
of 16 units per acre and a height similar
to the school, and 29 acres D-1, 29 acres B-3.
The multiples would be the first stage
developed.
Butler moved, Southworth seconded, to
recommend they get more information and
present their plans to the Village Council.
Motion, Ayes (4) - Nays (1). Gasch Nay.

Bill Sireen infomally represented ilr*
Abrehansen in an application for a division
of property on Nortli Perndalo Road, stating
he would like to meet nenbers on the site
so as to better present a true picture of
the division. A tentative date was set for
Monday, May 24, 1971. Kiillben* was of the
opinion that any approval of tae preliminary
plat would need a final plat as set up in
our ordinances.
Gascii moved, Elliott seconded, that
approval be reconuiended for division of
Richard Primus, 4740 Bayside Road. Motion,
Ayes (5) - Nays (0).
The division of Kenneth liar ter, 3120 North
Shore Drive, was studied. Members present
had reviewed the site. After a study of
tno compatability of the pronerty after a
division, with adjacent properties,
Elliott moved, Butler seconded, the division
be recommended. Motion, Ayes > N>ays (1).
