This will allow one hour to transact business, as at 8:00 P.M, a joint meeting of members, the Village Council and the Park Commission will be held. Along with the Church of Good Shepherd and the Prank Child conditional use permit, another item has cone in; namely, a variance to place a combination stable and garage on the Willard Greenwood property on Sixth Avenuo North, consisting of 15.60 acres. 31.310 states you cannot uut an accessory building on a lot before a principal building. He also owns eight^djoining acres. He bought four rare breed of horses as a hobby at a large investment before he was aware of the ordinance, planning on placing them on this property where he hopes to build on in a few years when he becomes of retirement ago. VILLAGE OF ORONO Regular .leeting of the Planning Commission, April 19, 1971 The Planning Commission met on the above date with the following members present: Chairman Poisson, Butler, Elliott, Gasch, Herfurth, Kuhlemeier, Kullbcrg, Nicholls, Parten, and Southworth. Absent: Dongoske. Frank Child represented himself in an application for a conditional use permit for purposes of a riding stable at S980 Water- town Road, Section 52, Parcel 2900. Poisson road memos on the conditional use permit and showed signatures of adjacent residents who had no objection. Brought out in the evaluation to allow the permit was that tiie number of horses kept on the premises varied from 7-25, that the property was purchased prior to the adoption of the zoning ordinance anil that the usage prior to that time was substantially the same as now, that the stable would bo used ns a riding arena iluring inclement weather by the owner and people boarding horses there, th. . . . . .that the land area was approximately acres. After discussion on ordinance interpetntion |ind non-conforming usage. Kuhlemeier moved, Gasch seconded, that it be recommended that the conditional use permit be allowed. Motion, Ayes (10) - Nays (0). Willard Greenwood represented himself in an application for a variance from lunicipal Ordinance 51.201, which prohibits the placement of accessory buildings before a principal building is constructed. The land consists of 15.6 acres in Section 31, Parcel 1185 and fronts on Sixth Avenue North. Mr. Greenwood stated that ho wished to build a combination stable and garage to house four horses of a rare breed owned by him and that the stable would be for private use only to conduct what he termed a hobby for himself, Kuhlemeier moved, Gasch seconded, that since Mr. Greenwood has owned this property and an adjacent 80 acres since 1941, had horses on the property at previous times and that the stable would be practically concealed ^ferom view, a stable and garage combined for private use only should be allowed. Motion, Ayes (10) - Nays (0). Meters now discussed the need for a 3/4*acre tone classification. After a brief discussion, it was decided they did not wish to act on the natter at the present tine. The neeting adjourned at 8:2S P.!f. for purposes of a ioint neeting between nenbers, the Village Council, and the Park Connission.
