April S, 1971 Coiwiission met on the above date Wwith the following members present: Butler, Dongoske, Elliott, Gasch, Kuhlemeier, Kullberg, Parten, and Southworth. Also present: Council man Dorn and Park Commission chairman Ogland. Absent: Herfurth, Nicholls, and Poisson. In the absence of Chairman Poisson, Donnoske acted as Chairman. 7:^0 P.M. Robert Eidem of the State Planning Agency was a guest of the Commission and explained that iie would prefer an open forum to speaking to the members. Dongoske said tl«e Planning Commission was basically acting on zoning ordinances alone in the absence of a comprehensive plan and that members were anxious to implement such a plan and were looking for guidelines to do this. Mr. Eidem explained the 701 plan wiierewith the Federal Government matches funds with the municipalities on a 50-50 basis to inaugurate such a program. He also explained that there was a backlog in this program and no funds would be available this fiscal year; also, that a start would have to be made to sJiow good faith along tl»e kfollowing lines: STATE PLANNING AGENCY Robert Eidem 1, 2. 3. 4. A basic survey Develop a basic nolicy and goal Study street patterns, using recorded traffic patterns Update zoning ordinances so they are coordinated witJi the aims of the proposed plan To Ogland's question as to whether the Village pays the entire bill for the cost of a comprehensive plan and then tJ»e Federal funds pay 501, Eidem replied that they iielp as soon as good faith is established. Ik* also explained that tiicy usually ask that planner work with the commission, although, in reply to Gasch's question, there have been cases where the commissions undertook such work and brought it to a successful conclusion, although this was mostly in smaller communi;:ics. In reply to questions posed, ‘Ir. Eide*^ explained that the State Planning Agency has only very limited personnel and that to give attention to a specific Village Comprehensive plan ;y .s ^)cyond their scope as they were not fully Wiwarv of the Village problems, although he would be happy to meet again with the Planning Commission after they had inaugurated a program. He also suggested the .’letro Council should be contacted for help. (Continued) ^fINUTES OF A REGUUR MEETING HELD APRIL 5, 1971 Hukleneier spoke of the uniqueness of the ^Village due to the lake, and the diversification ^ of the housing, and asked if it would be Advisable to bring in a private consultant on a fee basis to help instruct the commission on procedure and was advised this could be done but that care should be taken on the choice of a consultant. It was then brought out that a comprehensive plan had been drawn up in 1962 on Western Hennepin County, a copy of whicli was submitted to members. Mr. Eidom suggested that this study be updated bv members as pertaining to Orono, and that the various members pencil the map accompanying this plan as to their thinking and then make comparisons and hold discussions as to the reasoning behind their markings. Discussion was now held on cost and Elliott produced a brochure giving cost for comprehensive plans for various municipalities. After leaving literature regarding the 701 program and other phases of planning, mm members thanked Mr. Eidem for his kindness Win addressing them and for the help given.
