VILLAGE OF ORONO <br />Regular leeting of the Planning Commission. <br />April S, 1971 <br />Coiwiission met on the above date <br />Wwith the following members present: Butler, <br />Dongoske, Elliott, Gasch, Kuhlemeier, Kullberg, <br />Parten, and Southworth. Also present: Council <br />man Dorn and Park Commission chairman Ogland. <br />Absent: Herfurth, Nicholls, and Poisson. In <br />the absence of Chairman Poisson, Donnoske <br />acted as Chairman. <br />7:^0 P.M. <br />Robert Eidem of the State Planning Agency <br />was a guest of the Commission and explained <br />that iie would prefer an open forum to speaking <br />to the members. Dongoske said tl«e Planning <br />Commission was basically acting on zoning <br />ordinances alone in the absence of a comprehensive <br />plan and that members were anxious to implement <br />such a plan and were looking for guidelines <br />to do this. Mr. Eidem explained the 701 plan <br />wiierewith the Federal Government matches <br />funds with the municipalities on a 50-50 <br />basis to inaugurate such a program. He also <br />explained that there was a backlog in this <br />program and no funds would be available this <br />fiscal year; also, that a start would have <br />to be made to sJiow good faith along tl»e <br />kfollowing lines: <br />STATE PLANNING AGENCY <br />Robert Eidem <br />1, <br />2. <br />3. <br />4. <br />A basic survey <br />Develop a basic nolicy and goal <br />Study street patterns, using recorded <br />traffic patterns <br />Update zoning ordinances so they are <br />coordinated witJi the aims of the proposed plan <br />To Ogland's question as to whether the Village <br />pays the entire bill for the cost of a <br />comprehensive plan and then tJ»e Federal <br />funds pay 501, Eidem replied that they <br />iielp as soon as good faith is established. <br />Ik* also explained that tiicy usually ask that <br />planner work with the commission, although, <br />in reply to Gasch's question, there have <br />been cases where the commissions undertook <br />such work and brought it to a successful <br />conclusion, although this was mostly in <br />smaller communi;:ics. In reply to questions <br />posed, ‘Ir. Eide*^ explained that the State <br />Planning Agency has only very limited <br />personnel and that to give attention to a <br />specific Village Comprehensive plan ;y .s <br />^)cyond their scope as they were not fully <br />Wiwarv of the Village problems, although he <br />would be happy to meet again with the Planning <br />Commission after they had inaugurated a program. <br />He also suggested the .’letro Council should be <br />contacted for help. <br />(Continued)
