January Ifl, 1971 The Planning Commission met on the above (late with the following members present: Giairraan Poisson, Elliott, Gasch, Ktihlcmeier, Kullbcrg, Nicholls, Pnrten. and Russell. Absent: Dartig and nongosko. Woman Larson represented Jiiraself in an application for rezoning his property at 3SOS«3507 Wayznta Boulevard from R-IC to I. He explained that he was bounded on one side by tic railroad, on anot!ier by Highway il2, and the Eisinger sanitary landfill on the other. Poisson then asked if anybody wisiied to be heard. Howard Eisinger stated that he was of the opinion there should be no spot zoning and that the entire area between Highway »l2 and the railroad up to Old Crystal Bay Poad should be considered in the rezoning. Since nobody else wislied to be heard. Kussell moved, Kullbcrg seconded, that the rezoning be recommended. lotion. Ayes (7) - Ways (1). Gasch Nay. After the motion had been made and passed, Roy Haglund asked for tiie reason for the rezoning and members explained tJiis property was in a long range plan for I zoning. Gasch asked for a statement from the assessor as to what effect the rezoning would have on the valuation for tax purposes of adjacent properties. lenbers advised Ir. Larson tliat there could be no residential usage of I property under our zoning ordinances. John Taylor represented »alcolm lackay in an application for division of property at 1245 Sixth Avenue North. He explained the topo from a map presented. Discuss ion was held on the road and utility casement servicing the property. Russell moved, Elliott seconded, that the division be approved. lotion. Ayes (R) - Nays (0). Poisson read a ’'illage Council memo asking the Planning Commission to consider an amendment to the zoning ordinance to establish a 3/4 acre residential zone. 7:30 P.M. Ayes (01 - Nays (0). Ray Abrnhamson represented himself in an application for a division of his property at 225 North Ferndale Road. Motion, Ayes (ilW Nays 9)t4rjL .. c /in b John Fischer represented the Wood-Rill Foundation in an application for rezoning explaining that due to a time element he’ was presenting the Planning Commission with pertinent information that will bo presented to the Village Council at the public hearing scheduled on January 25, 1971. Ho presented the following exhibits: 1) Applications for rezoning; 2) A list of signatures of adjacent property owners approving the rezoning. He had the necessary 50| and stated tliat duo to the fact many people wore away, was hopeful of obtaining approval from all tlio adjacent properties; 3) Aerial photo of property; 4) A plat of the area showing the present construction, the proposed construction and outlines of the area where construction could take place, separating it from open areas. Mr. Fischer explained that the proposal was for a 60 bedroom unit, that it was to be stipulated that there would never be over 300 neople at anytime which allowed 2-1/2 acres per person and that no more than 151 of the property would bo built on; 5) A schematic and mockiip of the pronerty showing construction when funished, showing parking areas and topo of the property. ZONING ORDINANCE AMENDMENT DIVISION 225 North Ferndale Road WOOD-RILL FOUNDATION Russell moved, Parten seconded, that it be recommended that the rezoning be allowed. Motion, Ayes (8) - Nays (0). r MINUTBS OP A RBGUUn inETING HELD JA?«IARY IR, 1971 Members re«<l the plans as written to place property between Ferndale Road West and Shoreline Drive into the Nature Conservancy, a national non-profit organization to retain narginnl properties in their natural state. Questions posed by members were; 1) To what extent will the Nature Conservancy police the property and keep it nn so it does not become unsightly or a nuisancejl 2) What is the open space easement for? 3) Why not just give the property to Orono instead of the Nature Conservancy? 4) What is the tax base of the property that is to be retired from the tax rolls? Since plans were sketchy, no motion was made. Pago S NATURE CONSERVANCY ?fembers studied locations of the tax delinquent property for 1970, No recom­ mendation was made for the usage thereof.
