HomeMy WebLinkAbout11-20-1972 Planning MinutesVILLAGE OF ORONO Regular Meeting of the Planning Commission, November 20, 1972 The Planning Commission met on the above date with the following members present: Chair< man Poisson, Elliott, Gasch, Guthrie, Kokesh, Nicholls, Ryerse, and Van Nest. Absent: Hays, Kullberg, and Searles. Also present: Council­ man Massengale, Councilman-Elect Welsh, and Tom Loucks, Planner. 7:30 P.M. Gasch moved, Elliott seconded, that the Minutes of the Regular Meeting of November 6, 1972, be approved. Mot^Dn. Ayes (8) - Nays (0), MINUTES Tom Loucks passed out the report on Phase Two, the community seminars held in the Orono High School in September. At the same time a study was passed out, as ordered by tiie Mayor which gave the Village Council and Planning Commission a tool to tie in traffic generation to various land uses as allowed under our present zoning ordinance. Along with this were two maps showing existing and projected generation when optimum development in the Navarre and the present Highway #12 areas will be reached. He went through both generally, eliciting questions from members and giving explanations. This was followed by a broad Village concept being placed on the board showing cores consisting of small shopping areas buffered by housing of greater density tapering off into housing of low density. The concept showed a trail system connecting these cores. Some members were skeptical of this concept being apropos to the Village because the lake would necessitate the use of highways for trails. Loucks stated this concept is being used, with more land being acquired for right of ways with part of it devoted to trails. PLANNER Tom Loucks m Gasch and Ryerse left at 10:20 P.M. Members studied the site plans of Kent Carlson, 3498 North Shore Drive, whereby he intends to remove a garage now on both side and rear property lines creating a traffic problem as it blocks view of Baldur Park Road wlien entering from Birch Lane. In lieu of this garage, he wished to attach one to his house which would continue a non-conforming use as the house was only 4* from the side property line; tae adjacent property also being leld by him. (Continued) VARIANCE 3498 North Shore Drive MIWUTES OF A REGULAR ffEETING HELD NOVEMBER 20, 1972 Page 2 This woi;\d necessitate a variance from the required 30* to 18* at the rear; however, he would be entering the garage from Baldur Park Road leaving him ample room to maneuver a car. Van Nest, Poisson, and Elliott stated they had viewed the site. Van Nest moved, Guthrie seconded, that approval be recommended. The reasoning was that the existing garage was extremely hazardous because of the placement, and removal and placement on the house would create a far better placement than the existing oiie. Also, the placement was a natural one on a yard 50* wide. Motion, Ayes (6) - Nays (0). VARIANCE (Continued) Discussion was held on the conditional use permit for Donald White, 180 North Arm Drive W., on whether commercial greenhouses would be classified an agricultural or a commercial operation in a residential zone. Massengale stated a precedent has been set on a previous decision. Poisson moved, Elliott seconded, that the matter be tabled until the next meeting and Mr. White should be invited to answer questions. Motion, Ayes (6) - Nays (0). A petition was presented to allow the Wayzata Country Club to construct a 40* X 60* addition to their maintenance building. The Building Inspector stated that it would be a routine matter except a conditional use permit was required by ordinance. Elliott stated that a referral from the Village Council was necessary and a similar matter had been returned to the Village Council for this referral at the last meeting. Van Nest moved, Nicholls seconded, that there was no objection to the application but that no recommendation be made and the matter be returned to the Village Council to act on it as they liked. Motion, Ayes (5) - Nays (1). Elliott Nay. Poisson read an order by the Village Council requiring surveys for certain placement of structures, especiallv on small properties or in variance where setbacks are critical. Members agreed it was a much needed order ^^lliott moved, Kokesh seconded, that the meeting be adjourned at 10:55 P.M. Motion, Ayes (6) - Nays (0). Also present: Council­ man Massengalc and Village Administrator Cosby. 7:30 P.M. Searles moved. Van Nest seconded, that the Hill Street vacation be referred back to the staff for further study and that at the next meeting of the Planning Commission.the... concerned parties along with the Village Engineer are to appear to discuss the iiucter more fully. Motion, Ayes (6) - Nays (0). STREET VACATION Hill Street Searles moved, Elliott seconded, that the Gilbert and Lundquist request for a variance be referred to the staff to clarify the actual figures involving the square footage of the lots. Motion, Ayes (6) - Nays (0). VARIANCE North Shore Drive Gilbert 4 Lundquist Mr. Searles presented some written comments on PUD for the Planning Commission’s consider­ ation. PUD Searles moved.
