Joing Meeting of the Planning Commission,
November 6, 1972 6:30 P.M.
The Planning Commission met on the above
date with the following members present:
Chairman Poisson, Elliott, Gasch, Guthrie,
Hays, Kullberg, Ryerse, and Searles, Absent:
Kokesh. Niciiolls, and Van Nest. Present
from the Council: Mayor Oberhauser, Council-
men Butler and Massengale. Absent: Councilmen
Dorn and >IcCarthy. Also present: Village
Administrator Cosby, Village Engineer Mills,
and Village Planner Loucks.
Discussion was continued from the last meeting
on a PUD concept. Searles asked Loucks to
tell members where three sites were where
members could study the results of using tliis
concept. He suggested a good mix so different
facets of the concept could be studied. Loucks
suggested Pern Tom concept at Eagle Lake, where
to\mhouses are from $24,000 to $30,000 and
singles $30,000. He also suggested Burnham
Road in a higher bracket and Ryerse suggested
Chelsea Woods in Plymouth at a lower cost.
DISCUSSION
^Loucks suggested the committee continue studying
_ the PUD concept but not drive to enact it
into ordinance before the comprehensive plan
was finished.
Oberhauser asked that Loucks and members
investigate the ratio between density and
traffic count or movement so it would be
easier to evaluate land usage directly to
count and movement.
Engineer Hills passed out Village maps
showing three categories of proposed sewer
according to priorities.
Oberhauser thought there should only be two
categories: A) those that could be taken
care of by existing sewer. B) those that
could be added when iletro sewer comes in.
Searles asked Mills if there could be any
optimism about Federal funding. Mills stated
there is a possibility due to the ecological
concern for the lake. It was decided 1974
would be the cutoff date for waiting for
Federal funding.

Mayor Oberhauser and Councilman Butler left
at this point.

Poisson moved, Searles seconded, that the
Minutes of the regular meeting of October 16,
1972, be approved, ilotion. Ayes (3) -
Nays (0).
Paul Fahlin represented Paul's Landing in an
application for a building permit to construct
a 24' X 24' addition for small motor repair
and storage.
theMr. Fahlin stated the addition, as well as
rest of the building, could be temporary.
Tentative plans called for a new complex
housed in one building if and when sewer
becomes available. He also is working on a
parking area across the street on property
owned by him. Searles asked why the building
could not be constructed there. Mr. Fahlin
said it would not be a good economic move to
move it that far from the rest of the buildings.
Kullberg moved that recommendation be made to
allow the building, conditioned on the
recommendations of the Lake ?!innetonka
Conservation District be followed, Searles
seconded, but moved to amend the motion to
grant approval by variance since the L.M.C.D.
Shoreland Guidelines Policy has been adopted
by reference by the Village, Hays seconded.
Motion, Ayes (8) - Nays (0).
A1 Michels represented William V/ear in an
application for a building permit to construct
a commercial building. The reports of the
Hydrologist, John Holmquist, and Tom Loucks,
the Planner, were read and studied. Discussion
ensued on the advisability of reducing traffic
speed to Willow Drive as advised by the Planner.
Searles moved, Ryerse seconded, that recommenda
tion be made to allow the permit if all the
conditions of the Planner and Hydrologist are
met. Motion, Ayes (8) - Nays (0).

The Chairman Introduced John Guthrie to members
who welcomed him as a member to fill the unexpired
term of Ray Southworth.

Loucks asked that he be on the November 20, 1972
agenda to review the results of the community
seminars as they pertain to the comprehensive
plan.
