The Planning Commission met on tiio above date with the following members present: Cnairman pro tern Southworth, Gasch, Hays, Kokesh, Nicliolls, Searles, and Van West. Absent: Elliott, Xullberg, Poisson, and Ryerse. Present from tne Park Commission: Hallowell and Watson, Also present: Council man Dorn, Searles left earlv. Gasch moved, Southworth seconded, tiiat the Minutes of the Regular ileeting of July 17, 1972, be approved. Motion, Ayes (7) - Ways (0), MINUTES Phillip Gainsley represented Xeiinetn Harter in an application for a division of property at 3120 North Shore Drive, He pointed out: 1, 2, 3, 4, 5, 6, Tne two lots would each be near tiie zoning requirement of one acre, Tney would be only 75* wide instead of the required 140*, Tne lots are approximately 540* long, Tnere is no municipal sewer at the present. The Harter residence is to one side*of the property, causing no iiardship to anyone else building there, A 1-3/4 acre lot is too hard for ir. Harter to maintain as he is near retirement age. Searles and Gasch were of the opinion that 75* lots were out of context with other properties in tiie area. Searles moved. Hays seconded, tliat Mr. Harter obtain a written opinion from the neighbors as listed on iiis application and that they appear again on September 5, 1972. In the interim, members study the area closer, lotion. Ayes (7) - Nays (0). Ronald Bower represented Bruce Dayton in an application for a wetlands ordinance variance for the purpose of dredging a wildlife pond and depositing the soil on other sites on their property. Members read the Village Engineer*s report and recommendations in which he had a few reservations about the depositing of the soil on the low land on tne old Valerius resort, Mr. Bower stated they did not wish to place any soil at variance with the desires of tne yillage. Van Nest had reservations about the impact on any dredging of swamps stating there just is not enough study done on this to make a valuation of what harm results from this in comparison to the value received. DIVISION 3120 North Shore Drive ORDINANCE NO. 125 VARlANCl Bruce Dayton (Continued) o illNUTBS OF A REGULAR MEETING HELD AUGUST 7, 1972 Members agreed that the applications of John Keller and Rex Ressler be tabled until an appearance to answer questions by the owners ot their representatives. Planner Tom Loucks opened the discussion on his memo to the Planning Commission regarding tae three community seminars in September, Searles asked if he could be heard first as he had an engagement to keep. Regarding the September 13, 1972 session No. 1 as itemized on the memo: He was of the opinion it was a loaded question. He thought the word **change** could be **keep'* or at least **keep or change". As written there as an inference that change is necessary. Regarding the September 20, 1972 session. No. 1 as itemized on the memo: He was of the opinion the words "economic independence" needed clarification leaving the question ambiguous. In No. 3, he thought a more specific question would be "V/liere would you change it?", getting to specifics instead of philosophies. Regarding the September 27, 1972 meeting. No. 2, he thought the question was y^Rue and would not be open to any responses. The purpose of the seminar was to get responses. Item No. 3, Members thought the list was too lengthy and could be grouped better. Dorn said traffic should be on* the list also. Van Nest thought all the questions were loaded toward changes. Discussion was now hold on the nuances of phasing questions to get the most input from the community. Further discussion was held on the type of speakers to use at the seminars with various members expressing views. The need for another meeting witli Mr, Loucks on August 21, 1972 was discussed but left unanswered. Hays moved, Gasch seconded, that the meeting be adjourned at 11:00 P.M. Motion, Ayes (6) Nays (0).
