VILLAGE OF ORONO Special Meeting of the Planning Commission. July 12, 1972 * Tiie Planning Coramis.*:lon met on the above date with the following members present: Chairman Poisson, Elliott, Kullberg, Stanke, and Southworth. Present from the Park Commission: Chairman 0gland, Ha11owe11 and Stanke. Tom Loucks from Brauer fi Associates. Absent: Gasch, Hays, Niciiolls, Ryerse, Searles, and Van Nest. 7:30 P.M. Poisson opened the meeting by stating the meeting of July 17, 1972 at 7:30 P.I. would be a joint meeting with the Park Commission and Village Council. JOINT MEETING July 17, 1972 Poisson said he had spoken to Bonnie Lake and she nad promised to get publicity on the comprehensive plan in both the Wayzata and Mound Sun Newspapers. PUBLICITY © Tom Loucks spoke to members present. In the excnange between members and ilr. Loucks, it MSLS brought out: 1. Phase I was u survey analysis 2. Phase II will be a resident attitude analysis 3. During the Phase II study, there will bo tnree meetings with residents, each with different exposures. 4. Tne tentative dates for these three meetings would be on three Wednesdays in Septeraber--namely, the 13tii, 20th, and 27th. 5. It would be better to have the speakers at these meetings use the "pro and con" format than the "adversary attack". 6. The three meetings would nave informative speakers and discussion on the following: a. Metro Government - How does Orono fit into this? b. Land use zoning - economics and concern c. The environment and open spaces. This would include transportation; although this could also be related to land use. 7. The format for these three meetings would consist of each meeting having two speakers on two different subjects. To keep them interesting, they would be limited to 15 or 20 minutes. At this time, Poisson stated he would like to hear a speaker speak on new concepts in land use, and Southworth, on low cost housing. Mr. Loucks stated that the format for these three meetings would be more specifically along these lines: First meeting: Hr. Loucks would be the first speaker. He would speak on his first impressions of Orono and how these impressions have changed and progressed through further study of the Village. The second speaker would be from Metro Government either a liason officer, planner or councilman. Second meeting: The first speaker would speak on community economics and at this time also speak on new land use concepts. The second speaker would speak on land use vs. tax base vs. development. Third meeting: First speaker would speak on environment and open spaces, the second, on transportation. Mr. Loucks stated residents would be randomly broken into discussion groups with either one Planning Commission or Village Council member in each group. ^>ne member of each would be randomly selected to load the discussion which should be passive not dominative, keeping in mind what the priorities are and what is important. Records should be kept on what the thinking and discussion was in each group. The meetings would be held in the Orono High School cafeteria. Ogland and Poisson expressed disappointment at the snail number of Planning and Park Commission members present and Instructed the secretary to inform members the importance of good attendance at the meetings to follow. Poisson instructed the secretary to inform members to each bring in a list of 2S names they would like to Invite to the community planning seminar. The list should include Doth names and mailing addresses. The meeting adjourned at 9:00 P.M. Respectfully submitted.
