March 20, 1972 The Planning Commission met on the above date with the following members present: Chair­ man Southworth pro tern, Elliott, Kullberg, Nicholls, Ryerse, and Van West. Herfurtli late. Also present: Councilman ilassengale and Administrator Martin. Absent: Casch, Hays, Poisson, and Searles. Mrs. Gary Hostetler represented herself in an application for a variance on lot size and frontage from the required one acre and 140* lot width. Brougiit out was that their lot is 58* on the street, 69* on the lake, and 225* deep or roughly 14,600 sq. ft. The house on this lot burned out about two months ago and the insurance company declared it a total loss, so they wish to construct a new home. They have a temporary permit for 90 days to use a mobile home. The existing house was hooked to sewer. Elliott moved, Ryerse seconded, due to hardship and that the house was in single separate ownership since 1969, approval be recommended. Motion, Ayes (6) - Nays (0). Members reviewed tue application of John Larson, 1396 Oaldur Park Road, legally described as Lot 16, Block 1, Baldur Park, Tae lot has been in single separate owner­ ship for many years. There was a summer house on the premises that he removed last December at the insistence of the Building Inspector. The density study showed that with the exception of three parcels, which consisted of two lots and one large parcel at the end of the point, the residences in Baldur Park consisted of one lot corre­ sponding to the subject lot in size and width. Discussion was not held on what length of time a variance was good for and whether a conditional use permit could be issued in lieu of a variance. It was brought out that a residence was a permitted use, and as such, could not be conditioned. It was noted that the next item on the agenda was a variance on lot size and width granted in 1965. Some people bought the property anh were told to apply for a variance so they could be issued a building permit. 7:30 P.M. Page 2 VARIANCE 1396 Qaldur Park Road (Continued) O Mr. Bertognoli represented himself in a lot size and frontage variance of Lots 2<3, Block 15, Saga Hill, 1415 Park Drive. Members studied the map for density in the area. There were three houses consisting of one lot each in Block 15, one nouse with two lots. Lots 263 are the subject lots and Lots 667 are also vacant. It was discovered tiiat approval was given by the Village Council ni 1965 to build on Lots 6 6 7 if they were combined and also Lots 2 6 3, if combined. To date, this combination has not been made. The area is serviced by sewer and would have 130' frontage and 31,000 sq. ft. of the necessary 140' and 43,560 sq. ft. Kullberg moved, Ryerse seconded, that they recommend that the original Village Council decision of 1965 stand. Motion, Ayes (7) - Nays (0). Memuers unanimously agreed to table the William Wear matter of service station construction on Wayzata Boulevard until such time a conditional use permit is applied for. VARIANCE Lot Size and Frontage 1415 Park Drive BUILDING PBRillT William Wear 2120 Wayzata Boulevard llerfurth reported that ne had attended tae National Home Builders Convention in San Francisco and had a great opportunity to converse with knowledgeable people on PUD ordinances and also to view some sites in Kansas City and Salt Lake City. Since there were so many variables in PUD ordinances, he was of the opinion that the committee rough up a PUD ordinance and let the Planning Commission give opinions as to the desirability. He posed a number of questions: 1. Does the Village wish to allow any increase in density for amenities such an ordinance would give? 2. Would PUD projects have to be zoned in by areas or obtained by special use permits in any sewered area of tae Village? 3. To what extent would the PUD ordinance allow the developer to intermingle commercial, industrial and residential usage? PUD ORDINANCE MINUTES OF A REGULAR MEETING HELD MARCH 20, 1972 At tills tine. Van Nest brought out that we already have a PUD concept in ffimicipal Ordinances 38.600 through 38.680 covering PRD and 38,700 through 38.770 covering PID, o Page 3 PUD ORDINANCE Councilman Massengale stated the Village Council would like some input from the Planning Commission regarding the LMCD policy on Lakesiiore usage. He informed members the contract with Brauer 8 Associates for a comprehensive plan and consultant services was approved by tlie Council. He brought the Planning Commission up to date on what discussion has taken place between the Village Council and IDS relative to the Navarre project. Discussion was held on the merits of strip vs. mall shopping-center concepts. Herfurth was of the opinion that the mall is a better IDS NAVARRE PROJECT A concept than a strip simply because it facilitiLtates shopping. proposed being 97, shoppi.tgWhen the site of the center was stated as being 97,000 sq. ft., members asked if anybody knew of a comparable, Herfurth stated the Bay Shopping Center in Wayzata contained 60,000 sq. ft. The consensus of opinion was that 97,000 sq. ft. was too large a center for the area served and the populace to draw from.
