HomeMy WebLinkAbout07-16-1973 Planning Minuteso VILLAGE OF ORONO Regular iieeting of July 16, 1973 the Planning Commission, The Planning Commission met on the above date with the following members present: Acting Chairman Van Nest, Guthrie, Hays, Kullberg, Ryerse, and Searles. Absent: Chairman Poisson, Elliott, Gasch, Kokesh, and Paurus. Mr, Gardner requested a variance from the 50* front yard setback for the construction of a garage. Because access to the Gardner lot is by a private easement, there is no .well- defined front or rear to the property. Another problem is that this area was platted and developed before the land was zoned two acres, and as a result, the two acre require­ ments are not really applicable. Mr. Gardner was asked whether he could move ]iis garage further to the north, but he felt that if he did, he would not nave enough area between the iiouse and the garage for turning. Searles moved, Guthrie seconded, that the approval of the side yard and front yard set­ back variance be granted as long as a written statement from the owner of RLS 934 is presented to the Council indicating tliat they have no objections. Motion, Ayes (6) - Nays (0). Elliott entered Council Chambers at 8:00 P.M. 7:30 VARIANCE 1486 Long Lake Boulevard Mr. Nicholas Palaia presented the Casco Point Corp. proposal for four townhouses on a narrow peninsula at the end of Ivy Place. A restrictive conenant concerning this piece of property prohibits any d»»veiopment on the original peninsula, the townhouses were designed considering tJic fact that units must be limited to that portion of the peninsula that had been created by fill, that the sanitary sewer line had a 20* easement and that tliere was a SO* setback from the lake. Searles directed the Zoning Administrator to consult with the Village Attorney on the question of accumulating building credits on land that has a restrictive covenant that prohibits development. There was some concern about the access to the property, but At. Cox claimed that he had a 25* easement over the neighboring property to the south to connect with Ivy Place. CASCO POINT CORP. End of Ivy Place Searles moved, Guthrie seconded, tnat the Planning Commission recommend to the Council that it hold a public hearing as the PRO ordinance allows. Motion, Ayes (7) - Nays (0), €) MINUTES OF A REGULAR MEETING HELD JULY 16, 1975 The Wayzata Country Club is requesting approval of a PRD concept that requires a rezoning from tvo acre lots to half-acre lots and a variance of three units per acre. The petitioner plans to construct 20 townhouses on 8.6 acres, 17 of these units and 7.4 of these acres are in Orono. 3.5 acres of the 7.4 acres in Orono are marsh. The land involved in this request is Lot 8, Allo-Rae Terrace and a portion of Parcel 3040, which has been golf course property. Mr. John Goodacre of the Wayzata Country Club explained that the units would be constructed for club members and ownership would be limited to club members only. The Zoning Administrate? suggested to the commission members that it would be within their power to call for a public hearing regarding the rezoning request. Elliott moved. Hays seconded, that a public nearing be called for the August 20, 1973 Planning Commission meeting regarding the request to rezone to half-acre lots. Motion, Ayes (7) - Nays (0). Mr. Johnston submitted a new proposal for Lots 1-6 and 24-29, Block 8, Saga Hill Revised. The new proposal indicated three instead of four lots. A preliminary plat of the property 'hows that each lot would oe 38,000 sq. ft. With Mr. Johnston's new proposal, access to the lot would be provided with two driveways--one entering Loma Linda and one entering County Road #151 on the turn. The grade of the drive­ ways could be reduced to a safe level according to Mr. Johnston by constructing the homes with a split entry. Kullberg moved. Searles seconded, tlut the request be denied until the Village receives Hennepin County's comments concerning Mr. Joanston's most recent proposal, and until accurate lot sizes are provided. Motion, Ayes (1) - Nays (6). Kullberg Aye. Searles moved. Hays seconded, that the Village Zoning Administrator and Engineer present a recommendation regarding the best location of a driveway, (main concern being traffic safety) or driveways, and present this to the next Council meeting. The final plans should also include accurate acreago calculations for each lot. Motion, Ayes (6) - Nays (0). Kullberg Nay. Page 2 PRD Wayzata Country Club DIVISION n VARIANCE Loma Linda and North Arm DIVISION 6 VARIANCE Loma Linda 8 North Arm Dr. SSI MINUTES OP A REGULAR MEETING HELD JULY 16. 1973 Page 3 Mr, Gobel is requesting that the Village grant a variance from the setback* requirements from both the road right>of-wa/ and the side yard for the construction of a garage. Because there is a tree between the house and proposed garage and the lot is only 57* wide, it was determined that a variance from the zoning requirements was justified. VARIANCE 1400 Cherry Place Van Nest moved. Hays seconded, that a variance be approved to allow a 20' setback from road right-of-way and 6' setback from the side property line. Motion, Ayes (7) - Nays (0). ; Mr. Duncan's request for a variance from the ISO' setback requirement for a stable was tabled until the August meeting so the commissioners could inspect tJie property personally. VARIANCE 4760 West Branch Road Mrs. Plant's original request for a variance of 14' from the 35' setback requirement from the road was modified. Mrs. Plant's second proposal would require a variance of 7.S'. Mrs. Plant needs the north light for her portrait painting and she claims that she cannot construct this addition without a variance. VARIANCE 224S Watertown Road 1 Searles moved. Kullberg seconded, that a variance of 7,5' be approved. Motion. Ayes (7) - Nays (0). Guthrie moved. Elliott seconded, that the Doleman request for a variance be tabled until the petitioner appears before the Planning Commission to explain why the variance of 3' and the additional garage space is needed. Motion, Ayes (7) - Nays (0). VARIANCE 1680 Shadywood Road Kullberg moved that the meeting be adjourned. Motion died for lack of a second. Kullberg left Council Chambers at 10:00 P.M.n Mrs. iiutler reviewed the findings of the Navarre Task Force with the Planning Commission. The Planning Commission had the following conuiients regarding the report: NAVARRE TASK FORCE REPORT f 1 1. The Barton-Aschman figure indicating that 651 of the traffic entering the CSAH 115 8 #19 intersection would be coming from the north should not be stricken from the text. Planning Coanission aenbers agreed that a ainiaua of two units should be clustered together in one building but no conclusions were reached regarding the aaxiaua number of units to be allowed in a building. 3. It was the feeling of those present that the staff should be responsible for supplying aore detailed information concerning the effects this proposal would have on assessments in the Navarre area. Other comments were that marshes should be shown as a conservancy area and tne land north of the property designated as multiple family between Nillow Drive and Old Crystal Bay Road should be changed to a higher density.
