Regular Meeting of the Planning Commission,
June 18, 1973 *7:35 P,n.
The Planning Commission met on the above
date with the following members present:
Acting Ciiairman Kullberg, Elliott, Gasch,
Guthrie, Paurus, and Searles. Absent:
Chairman Poisson, Hays, Kokesh, Ryerse.
and Van Nest.
Searles moved, Gutnrie seconded, that the
ilinutes of the Regular ’leetiiig of May 21,
1973, be approved. Motion, Ayes (6) - Nays (0).
MINUTES
ifr. Johnston has requested that he oe allowed
to replat Lots 1-5 and Lots 24-29 of Saga
Hill Revised, to create four building sites.
Acting Chairman Kullberg asked Mr. Harston
whetaer the question about the actual location
of the road had been clarified. The problem
is that County Road flSl is not located on
the 66’ easement, but according to Mr. Marston's
calculations, the size of proposed Lots 1-4
excluued that portion of Mr. Johnston's property
tiiat was under the existing roadway. The total
acreage, however, which is listed at 3.1 acres,
differs from the sum of the four lots because
It does not exclude the roadway. Mr. Wagensteen,
representing Mr. Johnston, explained that his
client would be willing to plat the new lots
as it is shown on their map anj would forego
the property under the existing

Searles felt that this request was appropriate
for the area but not appropriate given the
existing zoning standards for the area. It was
nis feeling that a variance for half of the
acreage requirement amounts to a rezoning without
formal requirements of rezoning. In addition to raising tiie question about the
appropriateness of rezoning by variance, there
was concern as to whether there was a hardship involved.
Guthrie moved, Elliott seconded, that the
preliminary plat be approved with a size and
width variance because the lots are sewered
and assessed for five units; the shape of the
property is unique and therefore it would be
difficult to conform to the one acre requirements;
and such a development would be compatible with
the surrounding area. Motion, Ayes (6) - Nays (0)

Mr. Reese of Reese/Rove Associates, presented
to the Planning Comaission a proposal for a
160,000 sq. ft. shopping center, a 36*onit
apartaent building, 133 townhouses, and a
coaaercial area designed for office buildings,
etc. The development would occur in stages
as it is outlined in Reese/Rova's "Project
Indentification".
Searles explanined that future planning should
include provisions for storm water runoff and
pondiiAg. Gasch felt that a potential problem
might occur with morning ru.'h hour traffic from
the school and housing development and this
problem should be considered.'
Searles moved, Paurus seconded, that preliminary
conceptual approval be granted conditioned on
the following factors:
1. That the project comply with the soon to be
adopted comprehensive plan.
2. That sewer will be available at the time of
construction.
3. An adequate storm water runoff plan is devised.
4. That public water would be available.
5. The dwelling unit density conforms with
Village requirements.
6. Adequate provisions are made for traffic
movement.
7. That adequate fire protection would be
available.
8. Compliance with any other staff recommendations.
Motion, Ayes (6) - Ways (0).
Gasch left the Council Chambers at 9:50 P.II.
Hr. Armstrong presented a preliminary plat for
a portion of Parcel 210, which would create five
building sites and a public road constructed to
''illage standards.
Paurus felt that the staff should investigate the
need for easements in case future development might
necessitate a continuation of the cul-de*sac or a
north-south street in the area.
Searles moved, Guthrie seconded, that approval
be granted to the preliminary plat for five lots
in Parcel 210 conditioned upon the remainder of
Parcel 7700, and a perculation test showing
adequate septic systems can be constructed on each

F4r. Bluer requested a variance from the two

tone. Lot 5, Block 2, Country Club Addition,
was platted before the existing zoning
ordinance and because of this the whole sub«
division does not conforu to existing standards.
Lot S is as big as any lot in Country Club Addition,
and it would be iapossible for Mr. Elner to
purchase property on either side because there

Guthrie moved, Searles seconded, that the
variance for lot width and area be approved.

Chairman Poisson submitted his resignation as
Chairman of the Planning Commission although
he would like to remain a member of the
Commission. Searles iuggested that a
committee made up of Kullberg, Searles, and
Poisson make a recommendation to the Planning
Commission at their July work session
regarding the availability and interest of
any of the members in the chairmanship.
