Plat Road - private roadway serving three (3) residences: a) 5>ton capacity gravel surface b) Cul-de*sac at end of plat road with a 40' radius c) Underlying easement to be acquired by the City d) Private road easement of 16' running through Lot 2 to be moved further south affording required 26' from wetlands. 2. Existing Garage: a) Recognize as legal non-conforming use or bS require variance of 35' of front yard setback. 3. Wetlands - applicant enter Into a Conservation and Flowage Easement Agreement with the City. 4. Page 3 Sewer & Water: The City Engineer and Public Works Coordinator will be asked to review the capacity of the service district to serve 28 new units. Pond: The proposed pond will require a Conditional Use Permit. There exists an extensive natural drainage system right to the west and south of the property. Persons and Agents to Review Plat: Hennepin County Highway Department M.W.C.D. Hennepin Soils Office City Engineer Public Works Coordinator Mound Fire Department - placement of fire hydrants Review of Variances Required: X, Variance for the four detached dwellings —Ordinance 34.621(c). 2, Variance for area requirement —Ordinance 34.621. PLANNING COMMISSION MEETING - APRIL 9. 1979, The Planning Conmlsslon was concerned with potential traffic hazard posed by a PRD of this density upon County Road 15. Staff was directed to submit proposal to the Police Department for their review. The Planning Commission will await a report from the Park Commission before they make a reconmendation. Members found no problem with approving the variance for the 4 single-family detached dwellings along Blaine Avenue. They concurred with the developer, the single family lots will serve as a necessary buffer to the single family residential neighborhood to east. As of this writing, I have not received any additional information from the various reviewing agencies. JH March 7, 1979 Gary Petersen * 1340 Baldur Park Road Subdlvlsldn Page 2 WORK SESSION - APRIL 9, 1979 I have reviewed the Richfield Bank & Trust file and have enclosed the original plat. Please observe lots 31 and 32 of Baldur Park plat were not Included, In comparing both plats you will note by including lots 31 and 32, we have Increased the buildable area. For this plat when I refer to buildable, I mean the area free of the flood plain and 75* lakeshore setback. There is adequate "dry buildable" land (all lands located above the 929.4 contour). A. Lot Configuration - there is adequate buildable area for the two new lots. A house could easily be built within the unrestricted area that would not require a setback variance. B. Access Road - This plat road would fall under a private roadway classification (3 to 12 residences) requiring a gravel, 5-ton capacity. A change in the approach is proposed and must be reviewed by the Public Works Director and City Engineer. C. Variance - The existing house will require a lakeshore setback variance. Survey must site actual setback. Plat road (existing driveway) will require a 75* lakeshore setback. D. Public Information Meeting has been scheduled for Monday, April 23, 1979. E. Sewer - City rniuit approve three new sewer unit hookups. PUBLIC INFORMATION MEETING - APRIL 23, 1979 Planning Comnisslon should have the following issues resolved before preliminary approval can be given: 1. Use of Outlot A to be determined. 2. Legal access to property to be clarified. No record of legal access through Lots 18, 19 and 20. Developer must propose solution. 3. Define specifications for plat road: a) 5-ton gravel required - should road be paved? b) cul-de-sac or "T" at end of access road. c) cul-de-sac easement at end of City road when city road location is determined. The survey submitted with .the proposal is somewhat vague. The Commission interpreted the survey to indicate the existing front^yard setback to be 24 ft. The proposed five foot foyer would reduce this setback to 19 ft. A variance of 81 ft. would be required. The Planning Cor.unission recommended approval of the variances. Mr. Molde is requesting approval to construct a second story expansion on his existing residence which is currently non-conforming in lot area width and lake and side setbacks. The following variances would be necessary for approval: Area - approx. 13,000 sq. ft. Width - 50 ft. Lake setback - 13 ft. Side setback - 2.1 ft. This proposal would not increase the existing hardcover area or percentage. The enclosed survey indicates the location with no increase in house area.
