HomeMy WebLinkAbout01-20-1975 Planning MinutesCITY OF Regular Meeting of the Planning Canmission, January 20, 1975 The Planning Condssion met on the above date with the following meebers present: CSiaiman Guthrie, Curtis, Gasch, Pesek, Hake, Woolley, Hannah, McDonald; Van Nest arriving at 9:25 p.m., Councilmenber Paurus. Absent: Kallestad, Dunlap Chairman Guthrie deferred action on the Minutes of the Deceaiber meeting until the next meeting. Mr. Butterfield presented request to replace buildings on conditional use for the operation of the existing nursery from an existing 3,008 sq. ft. to 4,500 sq. ft., in keeping with the 5 acre zoning for agricultural business. Gasch moved. Hake seconded recomaendation to Council that the conditional use permit be approved as proposed. Motion, Ayes (8), Nay (0). Mr. Jensen presented his request for variance from a var­ iance agreement to allow old dwelling to remain as storage died. Mr. Guthrie reviewed the history of this variance request with members. Discussion followed that the porches on both ends of the building should be removed in or^r to make the building look more li!ce a storage shed. Jensen stated he would like to install a garage door on this shed in the future for boat storage. Curtis moved, Guthrie seconded, that the request be tabled until we can confer with the Village Attorney on the legality of this variance request, and until the Jensen's could present the Planning Commission with statement from adjacent property owners and plat map showing building dimensions and lot size. Motion, Ayes (8), Nay (0). Mr. Gagne et al presented a request for rezoning of 20 acres at Hwy. 12 and Old Crystal Bay Rd. from two acre residential unsewered to multiple residential - six units per acre. Mr. Gagne owns 80 acres at this location and an overall conceptual plan for land use of the entire parcel with proposed traffic patterns and future development was presented. Mr. Gagne stated that Long Lake has agreed to allow a hook up of 20 units to their system. 7:35 P.M. MINOTES CONDITIONAL USE Loren Butterfield 3925 Watertown Rd. Also conceptual approval is contingent on sewer service availability fron the Long Lake systen. Notion, Ayes (8), Nay (0). G^h suggested that Mr. Gagne check with the State Higliiray Department about their proposed plans for this intersection. Mr. Ah^ presented his request for a variance to remodel the existing for use as attached garage to a newly constructed dieelling. Curtis moved, Guthrie seconded to table this request until we have advice from the Village Attorney, and lot set backs and dimensions of the house. Motion, Ayes (7), Nay (1) Pesek. Hake suggested that Mr. Ahlm's attorney talk with the. Village Attorney. Guthrie explained to the new menbers the definitions of marinas in Orono, and the possible need for estab­ lishing different marina categories. Guthrie read a letter from James McCleary of Stubbs Bay Marina. (This marina does not sell boats, but has slips for rent, and a tavern with beer and set up license). He is requesting the inclusion of restaurants into marina use. Discuss i<Mi followed on the iiqpact of adding restaurants into the B-2 zone. It was felt that Stubbs Bay Marina should be closed as a full service restaurant and should be iimediately reverted to permitted conditional use of "snack" foods. Question was raised udiether Planning Commission wants to continue to allow set ups in a B-2 area. After reviewal by Planning Commission, McDonald moved, Pesek seconded recomeendation to Council that the new B-2 zoning ordinance be enforced, including Stubbs Bay Marina.
