The Planning Commission met on the above date. Present
were the following members: Chairman Hammerel, Jabbour;
Hannah, McDonald, and Adams. Members Frahm and Wilson
were absent. Also present were Alan Olson, Village
Planner, and Gunnar Isberg, planning consultant from
Isberg, Riesenberg, Chelseth & Associates, Inc.
ATTENDANCE
7:30 P.M.
Hammerel announced the Public Hearing. Olson stated he COMPREHENSIVE
had the Affidavit of Publication. No members of the public PLAN REVIEW
were present, but the following persons were present: Public Hearing
CounciImember Hurr 7:30-8:00 P.M.
Councilmember Butler
Park Commission member Goetten
Mayor Van Nest arrived at 7:45 P.M.
Park Commission member Tomlinson arrived at 8:00 P.M.

Olson reviewed the final draft of the 1980 Community
Management Plan. This is the result of two years of
meetings, reviews and interim drafts designed to update
the 1974 Orono Village Comprehensive Guide Plan. This
final draft has been rewritten since the last copy in
March, but contains the saune intent, direction and content.

The Planning Commission and others present had several
discussions about the different sections of the Plan
including parks, transportation, status of the Lake
Minnetonka islands, and the urban-rural service area
split. Those present specifically approved of the
concept of a "permanent” rural area. Comments were
made about adding short paragraphs to be certain that
this concept is clear. On the maps, it was suggested
that the MUSA line continue around Orono's southeastern
border to be continuous from one to the other.
PUBLIC HEARING CLOSED AT 8:00 P.M.
Planning Commission held a short discussion about the
procedure for plan adoption and the schedule for review
by the City Council and the Metropolitan Council.
Hannah moved, Adams seconded, adoption of a Resolution
adopting and recommending approval of the 1980 City of
Orono Community Management Plan. Vote: Ayes (5), Nays
(0). Motion passed unanimously.

RESOLUTION OF THE CITY COUNCIL
NO.
A RESOLUTION OF THE ORONO PLANNING COMMISSION
ADOPTING AND RECOMMENDING APPROVAL-OF THE
1980 CITY OF ORONO COMMUNITY MANAGEMENT‘PLAN
WHEREAS, the Planning Commission of the City of Orono is
a duly constituted planning agency pursuant to Min^iosota Statutes
Section 462.354; and
WHEREAS, the Planning Commission has since its inception
in 1963 been actively involved in the comprehensive planning process,
including the review and adoption of the 1974 Orono Village Comprehensive
Guide Plan; and
WHEREAS, the Planning Commission has since 1978 been actively
involved in the review and updating of the 1974 Plan pursuant to the
1977 Mandatory Land Planning Act; and
WHEREAS, the Planning Commission has held numerous public
information meetings and a formal public hearing to receive public
ideas and comments on the proposed redrafting of the adopted 1974 Plan,
NOW, THEREFORE, BE IT RESOLVED, that the Orono Planning
Commission hereby adopts and recommends for approval the 1980 City
of Orono Community Management Plan as furthering the goals, policies
and planning directives established in 1974; as being consistent with
the Metropolitan Council’s Development Framework Guide and the System’s
Statement issued to Orono ioy the Metropolitan Council; and as the
appropriate plan for managing Orono*s growth, development and natural
resources in the coming years.
Adopted by the Orono Planning Commission on the Nineteenth day of May,
1980, by a vote of 4 ayes and Q nays.
