Upon an inspection of the site you realize the lot configuration is feasible given the existing pattern of neighborhood development. The proposed building area for Lot 2 will position the new structure in a more secluded location. If we were to ask for a horizontal split, the lakeside lot would place the new home close to the wetlands and at the lowest point of the property.. The lot has sufficient area to allow this type of division. Note the shoreline for each lot meets the 200' requirement. Septic Testing - Testing will be required for Lot 2. The septic system will be inspected at the existing house and testing for additional area for alternate system. Riparian - Lot 1 and 2 will be riparian to Lydiard Lake - both have the required 200' of lakeshore. Lot configuration - both houses meet the required 200' along front line of house. Existing structures meet setback of zoning district. Wetlands - City to require a flowage and conservation easement over wetlands. Access - Lot 2 abutts Lydiard -Road (private driveway). Lot 1 will use existing driveway. Lot 2 will be required to grant a private driveway easement to Lot 1. Gaffron, On-Site Systems Manager May 19, 1980 556 SUBJECT; Septic System - Subdivision #556, Richard Hawkinson 4625 West Branch Road INTRODUCTION This is a subdivision to create one new 4-5 acre buildable lot from an existing lot. Preliminary soil testing indicates heavy, seasonally saturated clay soils over most of the new lot. A mound-type drainfield would be required by our ordinances due to the high seasonal water table. Briefly, the owner wishes to install a shallow-trench drainfield which would be less costly than a mound due to lack of a pressure distribution system. The shallow trench system would not keep the 3-foot required vertical separation distance between the highest known zone of saturation and the bottom of the treatment system. Dr. Roger Machmeier and James L. Anderson of the University of Minnesota Extension Service, the property owner and I have discussed the possibility of using this site for an experimental shallow trench system. The University is willing to monitor the system and has made recommendations for system design and location on the site. However, they are making no assurance that the system will work correctly. This presents the City with an opportunity to be involved in some much- needed research as to the separation distances required between a drainfield and the seasonal zone of saturation in heavy clay soils, where the permanent water table is generally very deep. My main concern from the City's standpoint is to ensure that an adequate alternative method of sewage treatment can be provided should the experimental system fail. BACKGROUND In Orono, heavy clay soils are abundant, as you are aware. Soil scientists are fairly certain that sewage is adequately treated by filtration through dry clay soils, and that the most vexing problem is to move the effluent through the soil to assure filtration. Commonly, during periods that the soil is saturated, no additional water (or septic tank effluent) can be absorbed by the soil, hence effluent backs up into the house or seeps to the surface. On hilly ground this period of saturation often occurs only during the spring thaw or after heavy extended rains. On level ground the saturation may have a more prolonged effect (i.e. Medina Morningside's Cordova soils). May 19, 1980 #556 Richard Hawkinson 4625 West Branch Road Page 2 If you were to bore a hole into the soil during a period of saturation it likely would fill with water and you could measure the depth to this "perched water table". More often than not, however, soil borings are done during dry periods and no observable "water table" is encountered. Over the years this has led to many soil reports indicating "no water table was observed", and drainfields often were installed in seasonally wet soils where they should not have been installed. To get around this problem, soil scientists use "mottling" as an indication ci’ vhe saturation zones in the soil. When a soil layer becomes saturated with water, the iron in the soil is "reduced", i.e. disassociates with oxygen. The iron particles go into solution. When soil drains and becomes desaturated, the iron particles tend to concentrate in the larger soil pores and become "oxidized", i.e. combine with oxygen, and taxe on the characteristic red or rust color. The areas the iron has drained (or "leached") from are left a gray or yellow color. This leaves a mottled gray/red/yellow color which readily identifies layers of soil where periodic saturation and desaturation occurs. The shallowest depth where mottling occurs in the soil is generally considered the top of the seasonal "water table" for designing septic systems. As a final thought on the theory of water tables, consider that there are two distinctly separate types: 1) a permanent water table below which all porous materials are saturated; and 2) zones in the soil layers above the permanent water table where less permeable layers periodically slow up the downward movement of water causing a temporary saturated condition. Usually an 8-12" layer of loamy topsoil lies above the clay layers. This topsoil often has a percolation rate which would allow septic tank effluent to be absorbed and treated satisfactorily by a mound system even when the clay layers below would be too impermeable or seasonally saturated for a trench system to function correctly. On the Hawkinson lot, soil mottling indicated the seasonally saturated zone starts at a depth of 14-16". Normally we would insist on a mound system for these conditions. While trench systems have been installed in soils such as these before, no studies have been done to document their success or failure. ir iillMf II MMr 11 I -1^ May 19, 1980 #556 Richard Hawkinson 4625 West Branch Road Page 3 ^55q RECOMMENDATIONS Based on the willingness of the University to monitor the proposed shallow trench system, and following Machmeier and Anderson's design specifications, I recommend we approve the subdivision with the following stipulations: 1) Prior to preliminary subdivision approval, the applicant must submit a full soils report indicating soil conditions and designating the location of specific sites for house, driveway, well, primary drainfield, secondary drainfield, and any other proposed improvements on the new lot, and indicating an alternative drainfield site for the existing home. 2) We will approve usage of the shallow trench system as experimental, with the applicant agreeing to designate and preserve a secondary drainfield site for future construction of a pressure distribution mound sy’stem should the shallow system fail and if suitable additions or alterations to the primary system prove ineffective. 3) Staff will draft an agreement between the owner and the City which will include: a) right of access for monitoring the system. b) specific design considerations to allow for monitoring, future alterations, preservation of alternate site. c) conditions under which we will assume system failure has occurred and alternate system must be installed. 4) As in every case, th owner assumes all responsibility for ensuring that an effective sewage treatment system is provided on the lot. The purpose of the site investigation was to evaluate the suitability of the soil for an on-site sewage treatment system. The Hennepin County soil survey indicated that the soil was an Erin or Kilkenny loam. The soil actually occurring on the site determined by our own borings is a Lerdal loam. This soil is closely associated with Erin and Kilkenny soils; but with a periodic perched watertable. About 12 inches of a loam topsoil grades into a clay loam and then into a clay with mottling beginning at the 14- to 16-inch depth. The mottling is indicative of sea­ sonally saturated soil conditions, although we did not observe saturated soil in the boring holes which we made. However, the spring of 1980 has been unusually dry and thus it is not unusual that we failed to observe water in any of the boring holes. During a wet spring such as the one which was experienced in*1979, saturated soil conditions would very likely exist at the depth which mottling begins. At the present time most sanitary ordinances, including the standards adopted by the Minnesota Pollution Control Agency, call for a separation distance of three feet between the bottom of the trench rock and evidence of saturated soil conditions. We have discussed on various occasions whether this sepa­ ration distance is actually needed on clay soils. With clay soils the problem is not that of inadequate treatment but rather one of hydraulics. In other words, can the soil function to accept sewage when the bottom of the trench is closer than three feet to saturated soil? We do not know of any research which has established the hydraulic performance of a clay soil when saturated soil conditions are present this close to the bottom of the trench. We would be very interested in observing the performance of a shallow trench system installed in such soil conditions. Based on our site investigation we will make an estimate of the hydraulic performance of such trenches. However, it must be fully understood by the city of Orono and Mr. Hawkinson that we can provide no assurance that the trenches will perform in a manner that will treat and accept the hydraulic loading. Of course, we do ieel that if the construction techniques and size criteria given below are followed, there is a good possibility the system will pro­ vide adequate treatment for the effluent generated. We would estimate that the percolation rate in the top 12 inches of the soil profile is in the A6 to 60 minute per inch percolation rate range, or faster. However, based on the high clay content in the subsoil, we feel that there is little need to perform percolation testing at this time. We would suggest the following construction of drainfield trenches: Trench excavation width, 2A inches maximum; trench excavation depth, 12 inches maximum as measured on the down slope fdge of the trench; trenches excavated only when the moisture content of the soil is dryer than the plasti*" limit; drop box distribution between trenches with the liquid level estabxished at •’he top of the rock. Six inches of rock placed under the distribution pipe and two inches of rock above the distribution pipe for a total rock depth of 12 inches; rock cov­ ered with a layer of hay or straw which in turn is covered with a layer of red rosin paper; trench bottoms to be level throughout their length, distri­ bution pipe to be level throughout the length of the trench; the top of the rock to be level throughout the length of the trench; and a design factor of one gallon per lineal foot of the above specified trench. Based on this design factor, the city of Orono and Mr. Hawklnson ca;. cecide on the size required for the drainfield trench system, l.e., the total trench length. We would suggest that no single trench be greater than 100 feet long. In order to study the performance of the system, it is absolutely necessary to have a water meter Installed in the residence. The meter should measure all water which flows into the sewage system. The meter should not measure that water which is used outside for the lawn, garden, washing cars, etc. Each drop box should have ready access to determine the Jiquid level in the trench. In addition, inspection wells should be placed halfway along the trench length and at the far end of each trench to ascertain that effluent is fully loading each trench. A V-shaped waterway approximately 12 inches deep should be installed upslope of the trench system to divert any surface runoff from the^ system. To determine the saturated soil conditions, an Inspection well should be installed to a A-foot depth between each of the trenches. This can be a 2-inch to A-inch diameter pipe capped flush with the ground surface. When a decision is made by the city of Orono and Mr. Hawkinson on the size required for the drainfield trench system, a decision should also be made on what will be done in the event that the proposed system does not accept or. treat the effluent generated by the Hawkinson residence. The performance of the proposed system may give some indication of appropriate modifications. For example, if the system as installed is only slightly undersized as indi­ cated by its performance and the water meter readings, then it may be possible to add several more trenches. If the performance of the proposed system is far less than originally anticipated, it may be necessary to consider the construction of a mound or some other type of soil treatment system. However, whatever considerations are made should be fully understood and agreed upon by both parties. We would also note here that future access to the site is necessary to evaluate the performance of the sewage system. However, based on the cleared land area, drainfield may exist further south than the southern-most end of Parcel B. It is difficult to determine the exact drainfield location. The applicant may wish to consider extending the west line of Parcel B further south to ensure the drainfield is entirely within the parcel. Gaffron, On-Site Systems Manager DATE: May 20, 1980 SUBJECT: Variance - #533 Steve Curren, 110 Orono Orchard Road We have received a report of soil bor- ;r»ercolation tests for this lot. The report is not what I w* ^*sider a comprehensive study of the soils or the site^ but does indiw ••..o that tha percolation rate would be acceptable for a shallow standard drainfield system. I completed a boring to determine whether a seasonal water table or zone of saturation might exist near the surface, and no evidence of seasonal wetness was found. Based on the indicated average percolation rate of 24 MPI, our code would reguire a minimum of 600 sq. ft. of drainfield and a like amount possible for future use, based on the proposed two bedroom home. It appears that this requirement can be met on the lot. I am therefore making the following recommendations: 1) The proposed addition to create a two-bedroom home be approved. • 2) The existing septic system be brought up to current standards^ which likely will include the addition of or replacement of existing tanks and drainfield, and may include special inside plumbing considerations. 3) Any deck structure to be located southwest of the existing foundation be made slatted rather than allowing runoff onto drainfield area. 4) Roof runoff should be guttered and outleted to either side rather than directly onto drainfield. 5) No future variance be granted to allow additional bedrooms since the lot cannot support a septic system for more than a tWQ-bedroom home and still allow for a future replacement system. 6) No future expansion of any kind be allowed southwest of the. existing foundation. 7) The area dedicated for drainfield be roped off during construction to avoid disruption of the soils. 8) Variance should be granted to allow a 50' setback (required by State regulations) rather than 75' from well to septic tanks and drainfield. Carlson, 1359 Park Drive The Planning Commission requests review and a recommendation from the Park Commission on the enclosed application. The applicants report the area has fallen use to the neighborhood children who have created dirt bike trails in the summer and a snowmobile race track in the winter. The area is not regularly maintained by the City. Neighbors attending the public hearing on April 21, 1980, contend the park area is used by neighborhood children to play ball. They agree the existing condition of the park is most unsafe. If City is to maintain the subject area, the park should be fenced, maintained and supervised by the City. ATTENDANCE The minutes of the April meeting were read and approved. MINUTES Fred Ryan appeared before the Park Commission regarding a piece of unimproved public access and park land at the intersection of North Arm Drive and Park Drive. The area has become unsafe for neighborhood children due to its use by speeding cars and dirt bikes. The building inspector was advised by the general contractor that a deck and screened porch were being constructed on the second level of the existing lakeshore structure. Mr. Cloutier claimed ignorance of any violation because he assumed the original permit #2495 (see Exhibit B) was still in effect. The original building permit was to cover the construction of a 30 X 20' boat house — there were no plans on file with permit. The applicant contends the original structure was to be two stories with a deck around the upper level and that the second level was to be used as a guest house. On the face of the application, Mr. Cloutier explains the reasons for the delay in ccanpleting the structure. There is approximately a 100' setback between the proposed greenhouse and existing house. There is adequate area for additional off-street parking on the site. The applicants have stated there will be n© need for any extensive exterior lighting - only one outside light. The building inspector has reviewed the plans and type of greenhouse proposed and he finds no problem. Jacobs does request the information on "testing" referred to in the engineer's memo when the applicant submits plans for a building permit. As for screening, there is a natural screening of trees along the rear cuid side of the greenhouse. The slope of the lot along the street side provides another natural barrier. We have a small greenhouse at that location. We have not received any complaints from our current neighbors concerning this activity however our space is very limited. We have a contingent purchase agreement for the subject property. We would like to construct a growing facility as described in the attachments. We would continue our sales By Appointment policy which will include several "open houses" each year. Off street parking is available at the site. We would also initiate a mail order sales program which is the principal motivation for our expansion. We do not anticipate generating any noticable increase in vehicle traffic in the area. Truck deliveries would be very infrequent. We have chosen the structure type presented because of its energy efficiency and strength. It is a low profile structure having a height of only 13i feet. We would use poly film skin because of its energy efficiency. Side wall construction would be a combination of wood framing amd poly or styrene skin. We do not plan to use any high intensity lighting or continuous lighting. We would add a wood frame construction service room on the north side in the future. • We beleive that this special use is compatible with a residential area based on our own experience and observation of similar operations throughout the United States.
