Mabusth, Zoning Administrator May 28, 1982 -t < SUBJECT: 1982 Commercial Dock License “ Gayles Marina Report on site inspection of May 19, 1982 •c ■ *3 Mr. Hittig has submitted the original 1975 landscape plan as promised. I have enclosed it with this update memo and the original packet prepared for the Marina Committee of April 7, 1982. Review of Site Inspection Chairman Hurr and I met with Wittlg at the Marina. The dead shrubs were ;eplaced with a type of evergreen and are apparently not going to make it through the season. Not all but over hnlf of the replacement plantings are turning bro«m but retaining their needles - Nittig says that his landscape consultant advises to let them alone for some will survive. We have recommended that in future plantings that Wittig stay away from the evergreens and try another variety - more suitable to the gravel and scant grass environment. In addition, we suggested that he plant lilac or honeysuckle bushes along the fence area on Shoreline. The reviewing committed also noted the storage of large boat trailers within 15* to 20* of the lakeshore over major portions of the marina's shoreline. This practice should be revie%#ed with Wittig at your meeting1 Storage of trailers should be located out of the protested shoreline area. List of Exhibits Exhibit A Exhibit B Exhibit C Exhibit D Exhibit E Exhibit F Exhibit G Exhibit H Exhibit I 1982 Application 1981 Application 1982 Deicing Permit Applicant's letter presented with application Council action notice dated 7-14-81 Exhibit A from Resolution 1292 approving commercial dock license for Gayles Marina Parking Plan Dock Layout Plan 1975 Landscape improvement plan Once again, we are asked to review the total 143 slips plan submitted by Gayles for the past 3 years. During the 1981 Council review of Gayles commercial dock license, the owner was advised that Council was willing to resolve the 9 service slips issue if the owner conqpleted the landscaping plan agreed upon in the 1975 Operations Agreement. Prior to that approval. Council was to be assured that the plantings were completed and had taken hold. Per a recent site inspection, I can confirm that the dead shrubs have been replanted as noted in applicant's letter (Exhibit D). Wittlq also notes that the City does not have a copy of the correct landscaping plan that he will submit to the City upon his return. The Marina Committee must make a recommendation to Council regarding the existing nine service slips and the landscaping provided by applicant. 1 - Has the applicant responded in good faith to Council's directive? 2 -The landscaping plan on file would suggest the applicant has fulfilled it - Is the landscaping adequate - If not, does this mean your recommendation to Council would deny recognition of the nine service slips for 1982 season? 3 -The Marina committee may wish to suggest additional screening along inside fence area on North Shore for 1983 season . . . . . additional landscaping?
