Mabusth reported that the Duff system has been
failing for over two years.

McDonald asked staff why a violation tag had not
been issued against the property.
Mabusth advised that the owner had been involved
with either petitioning for sewer or requesting a
subdivision for the same two-year period. Council
had formally recognized the failing system but had
always hoped Duff would reconcile the septic problem
with either sewer or with the subdivision of his
property.

lot line rearrangement of the David Duff property,
