The following members were present: Chairman Haunmerel, Goetten, Kelley, and Callahan. Absent were the following: Rovegno, McDonald and Opheim. Thomas Jacobs represented the City staff. Tim Adams was present from the City Council. John Quam was present. One member from the audience was present but had no comments. Haunmerel asked the applicant if they would prefer septic tanks or sewer? Applicant stated that they would rather wait for the sewer completion. Heunmerel asked the applicant about the sprinkler system and asked if they were planning to reduce the plan? Applicant stated that they were going to make some modifi­ cations to the plan in approximately two weeks. Heunmerel stated that since the applicant preferred sewer and were proposing to reduce the plan, that the Planning Commission felt it would be best to table this application Jacobs noted that at this time the City of Orono has an ag^reement with the City of Long Lake that no further development would be permitted, which would expand on Long Lake's sewer and water capacity. The proposed sewer completion date is planned for the summer of 1982. Heunmerel asked the applicant when they proposed to build? Applicant stated that the way things were going now they would be lucky if they could start in September. Jacobs suggested that the applicants get a professional architect or engineer to design the plans. Hammerel asked staff to check with the City Attorney on temporary sign promoting before conditional use permit is approved. Hammerel moved to table the conditional use permit application for the New Life Bible Church until the applicant has revised the plans. Goetten seconded. Vote: Ayes (4), Nays (0). Dave Engguist and Lynn Sloat were representing Rodney Burwell's application. Hcunmerel noted that the applicant had been allowed to start the addition with the restriction of no installation of kitchen facilities. Jacobs noted that this still holds until the conditional use permit is approved, because they could still use this as a bedroom addition if they couldn't get the conditional use permit approved. Hammerel asked if there were any problems with installing kitchen facilities? ‘ I Jacobs stated that tnere would be no problems with ”4^ installation. Hammerel stated that there should be no problem with the new septic system installation because there is adequate acreage• Goetten asked if th^y were planning to remove the existing garage? Applicant stated as of this time that the existing garage would remain. Kelley stated that the Planning Commission should include in its motion the fact that this apartment should never be used as a rental use. Hammerel moved to approve the conditional use permit for Rodney Burwell at 1100 Millston Road for a . • caretaker's (staff) apartment subject to the conditj.Cn that this apartment never be used for rental use. Callahan seconded. Vote: Ayes (4), Nays (0). Gary Peterson and Dennis Trooien, Peterson's attorneyr were present. Peterson presented his new proposal to the Planning . . commission which consisted of a 4 lot PRD subdivision. SuMivision He discussed with the Planning Commission concerning density and hardcover. Applicant stated that they felt that they had enough area for 5 buildable lots but they were applying for only 4. Jacobs showed Planning Commission the figures of the proposed unit density and how staff calculated that only 4 \inits would be allowed, with the credit allowed for a PRD. Goetten moved to approve the Planning Commission minutes of February 1# 1982. Hammerel seconded. Vote: Ayes (4), Nays (0). The Planning Commission adjourned at 9:00 PM.
