(Xie parcel would consist of 4 acres which contains existing dwelling. The second parcel would consist of 8 arres which the Hennepin County Parx Reserve District was considering purchasing. Mr. Anderson, Hennepin Cointy Park Board, and Michael Qoutier were present. Mrs. (kishnore, a neigH>or ui the west of this property, was also present. Khrs. (Ashmore was concerned about the maintenance of the Park Reserve property surrounding her property. Mr. Anderson stated that grasses of an a^cultural nature would be cut , but tiiat other weeds would continue to grw in their natural state. The basic reason for purchasing this property is to obtain additional property that is low land for the preservation of the area. Mrs. (3ashmore was also roncerned about the fact that Park Reserve property is taken off the tax roll. She mentioned the fact that the Cointy has imted wt some of tiie hoaes on these properties, some of which have idiildren attending Orono schools. Mr. Anderson confirmed fofo ’•RM stated that all these hoaies were outside Orono, but were v^ii^in tin Orono Sdiool District. Mr. Anderson felt this was private and privilege!^ Informatim but to feel free to discuss it privately Mr. Cloutier. Mrs. Caslnore then stated that she had esipemssed an interest in this land and had approached Ffr. Cloutier as to th? selling price. At that time, Mr. Qoutier had mentioned $5,000. Mrs. Cashmoit: later found out that thig^ .^ark Reserve had made .an offer.of $2,500. The Zoning Aifolnistrator informed the Planning Gomtiission that the City was i>.m^y CTnceroed about the proposM plat and land use relatedvy^o the ro^g requirements. The Planning Camission shm^ consider the proposal witii regard to con- yfoiming wi'^ tlav zoning ordinance. Our zoning ordinance addresses its&elt; only to land use, not to projected property pur^ases. He gfiiso stated that this subdivision would be sibject to 2 Pari Dedication fees. This motion felled for lack of a second. Hannah then moved. Van Ptest seconded, to recomnend approval of this subdivision as there is nothing in our code which restricts one person from selling to another and conditioned on the following: j| (1) That staff send a letter to the Hennepin County Park Jteserve District requesting that they present a long ran^ plan at their earliest convenience in regard 5^ 2^*^ expectations for the land they have purchased in Orono. (2) Ifecessary drainage structure be maintained by the future owner. The Zoning Adndnistrator presented the Notice of Public Hearing and the Affadavit of Publication. Jeny Finnamore represented Van Eeckhout Building Corporation at this meeting. The Zoning Administrator explained feat Mr. Van Eeckhout is requesting approval to subdivide fee 18 acres into 8 parcels. Ihis would exceed the minijiun lot size would meet width requirements. Several mig^rs were present: Jack Rosengren, Vem Theis, Dean Lindbloom and Jack Devaney. They were concerned abwt fee na^ral flow of drainage in this area. These residents then pointed out to fee Planning Conmission fee flow of this drainage. Mr. Finnamore stated feat they would not be making ^ changes in fee drainage flow. The Planni^ Gomnission was concerned about possible heal^ problems resulting from the ineffective use of on-site septic systenm on lots less than 2 acres. The Commission was also concerned about this 1/2 acre lot in this 2 acre zone. They suggested that Mr. Conry consider replatting entire plat and sdOndt revised plans for Planning Commission and Council considera­ tion. Mr. Conry was not sure that the two adjoining neighbors* Mr. Kennedy and Mr. Marfield, would approve of this replattihg. The Planning Commission then requested a statement from the neifl^d)ors along with the revised plat.
