Hake, C. Paul Pesek, Gloria ficDonald, and Zoning AdministTator Bank Muhich. Brad Van Nest arrived at 8:45 p.m. Absent: John Guthrie, Gregg Hannah and Eugene tfoolley. Chairwomm Dinlap called to order the Public Ifearing on the petition of Boeye-Anderson for a subdivision-lot rearrange­ ment of the property located at 500 N. Aim Drive. The Zoning AdministTator presented the ifotice of I\iblic Hearing and tl^ Affadavit of Publication. Tom Williams, a neighbor, expressed his concern of possible conflict in dock rights because of the configuration of the shoreline. This is a very shallow area. Pesek moved. Hake seconded, to accept this subdivision upon approval and agree­ ment of tlie neighbors. Motion - Ayes (5), Nays (0). Chairwoman Dunlap called to order the regular meeting of the Planning Commission at 7:45 p.m. John Hake moved, Pesek seconded, that the minutes of the Planning Connission meeting of Jine 8, 1976, be approved. Motion - Ayes (5), Nays (0). Lee Grosser, Director, Hennepin Vo-Tedi rKrhools, explained that tliey needed land for their operating program for grow­ ing orchards and crops and sought a land use permit frm the Council. He then introduced Peter Jacobs of National Biocentric v4io discussed the area surrounding the proposed campus idiich consists of 173 acres. The soil is mostly clay - 160 ’ de^ bedrock. ^fr. Jacobs indicated that certain points get a direct view into the canpus and suggested that some type of buffer should be developed. There is a 751 hard surface drainage to the north. Some measure should be provided to retain water and release at a slower rate. The wetland is natural for this. About 251 of hard cover drains to the south. Soil seems to be suitable for building. Jacobs then turned the presentation over the ^^r. John Torseth of Armstrong, Torseth, Skold 6 Rydeen, the archi­ tects for this project. He informed the Commission that the west campus would have the same amount of area idren conpleted as the other two campuses. The main approadi is frtm tlie south. Highway 12 and County Road 6. The main entry would be Old Crystal Bay ^ad and County Road 6 with the secondary ialtventry at Homestead Trail. Specialty crx^s best suited to this wet type soil would be grown. The Conmission's main concern is that the majority of this campus is in Medina, hit Orono would be handling the traffic. The feeling now is that traffic is quite heavy because of the schools already in this area. The Caimission expressed that the public services necessary for a project of this type are not available. It was agre^ that the educational quality of the Vo-Tech schools is very good, but the foeling is that another plan site woi^d be more suitable. Lee Grosser assured the Gomnission that the increase in public services at ^e other two canixises was very minimal and no problems arose because of the traffic flow. After continued discussion Pesek moved, McDonald seconded, to disapprove of this project until the following problenm that migjit result from the project be resolved: (1) focre^ed traffic (2) Conflict of wetlands with proposed location of new roadway approach from County Road 6 (3) Increased pii>lic services Motion - Ayes (4), Nays (1) - Hosfield, Abstain (1) - Van Nest. John Hake suggested that the villages of Orono and Medina meet to discuss this proposal. McDonald moved, Pes^ seconded, to approve this variance (2 acres of the 5 acres required) because of many years of planing and because the area is large enough for an on-site septic system. The parcel was platted and under single, separate ownership prior to January 1, 1975. Letters wer^j presented f^ two neighbors which stated that they did not want to divide up or sell their land which surrounds this area. I4otion - Ayes (6) - Nays (0). Coninission studied revised plans in idiich some of the hard surfaced parking lot would drain into the stoim drain located on County Road #19. Discussion folloived. The Zoning Administrator suggested that the roof drains be brought down to utilize same drain on #19. Also mentioned was the fact that a proposed pond, if built, would destroy na^ral growth screening to the south of the structure. This would require cleaning out area such as removing trees etc., and could establish a future growth problem. Motion was made by Hake, seconded by Hosfield, to recomnend site and drainage vdiich incorporates the following features of the two proposed plans: (1) The NE comer of the site be graded so drainage comes to/ard County Road 15 and 19 as proposed in latest plans. Roof of building be drained into the same drainage system by underground pipe. Retention pond ^ eliminated and mininum grading and distnijance of that 100’ south and west be done as shown on their earlier drawing. (5) Landscaping bond be required. (6) Landscape natural material. Motion - Ayes (6) - Nays (0) Member Van Nest left. Hake moved, Hosfield seconded, to dei^ a conditional use permit. This is a water retention basin, and excessive fill caused from this grading could harm the trees in this area. It was also recomnended that he remove existing filler within 30 days. Motion - Ayes (5) - Nays (0). Pesek moved. Hake seconded, to approve the variance provided all setbadc requirements are met and on the condition that the three conbined lots constitute one sewer assessment and no other land is available. Motion - Ayes (5) - Nays (0). Hosfield moved, Pesek seconded, that this request be iqoproved on the grouids that the propos^ garage meets all setb^ requirements. Motion - Ayes (5), Nays (0). Hake moved, Hosfield seconded, to approve final mylar subject and tMt the park dedicationby the city engineer _ _ __ _ _ _ _ _ _ fN fee be paid based upon the present formula. Motion - Ayes (5), Nays Pesek moved that on all sif>divisions a park dedication foe be applied to entire property including a new parcel vhich may already have a house. Only lot line rearrangements idiich would not increase building sites would be exempt from park dedication foe. Dunlap seconded. Motion - Ayes (5), Nays (0) Planning Comnission will not meet on July 6 unless an ioportant issue arises. A special meeting would then be called. Commission discussed their concerns about public services, such as fire protection, etc., ^ich are almost impossible to this area and are not forthcoming. O liake moved, Pes^ seconded, that a Public Hearing be held on August 2 at 7:30 p.m. regarding the subdivision application of Charles Velie for property at 2905 Fox St. Motion - Ayes (5), Nays (0). Chairwoman Dunl^ suggested that the Gornnission appoint Brad Van Nest to head up a committee for the Metropolitan Waste Control with John Guthrie and John Hake on it.
