Call to Order: Ma\or IVlcrsim called the meeting to order al 5:15 p.m.
1 . Gabriel Jabbour and Jim Murphy updated the C'ouncil regarding progress on developing a budget
and schematic design for the Long Lake l ire Station.
2. Ilie C'ouncil discussed the use of the three acres of the 340 W illow Drive site tlial will remain
after the Long Lake fire station is constructed. It was the consensus of the Council to preserv e the
remaining land lor a senior housing use vs. moving the homes acquired by Mn/DO I on I larrington
Drive in Long Luke to the site.
3. Police Chierstephany (iood provided the Council with a Police Department update. C'hiefCicM^d
has led the Department through a strategic planning process that has identified strengths and
weaknesses in the Department, its well as action steps to build on the strengths and address the
weaknesses. One of the action steps was to hire a consultant to assist in resolving conflicts in the
department that wea* getting in the way of the department moving fonvard. Otief (iikkI is currently
follow ing through on implementing the a*commendations of the consultant. Chief CuhkI reported
that both morale and productivity have inca*ascd substantially.
4. MiH>rsc a*commended that Officer Bruce Andenam. who was in a corporal position prior to the
Police IXrparlment retirgani/aiion of mid-2000. be provided with a lump .ium pavmenl equivalent
to the 3°o corporal dilTerential pay he would have aveived if he would have continued to sene as

5. MiH>rse a*commended an interim moratorium be put in place a-garding telecommunications
hicilities and structures to enable a study of options agarding telecommunications facilities and
structures in the city's a\sidenlial di.slricls. Ilie Council directed Minirse to place a moratorium
ordinance on the ne.xt Council meeting agenda.

SUBJEC1*: Use of ihc Remaining Three Acres of ihe Long Lake I-ire Station Parcel (340 Willow
Drive Norlh)
Two main options for the use of the remaining three acres on the 340 Willow Drive North property
have been discussed. These arc as follows:
I.Move approximately 6-8 homes being acquianl by Mn DOT on Harrington Drive
in Long Lake U» the pio|KHty.
Use the land for a senior housing project.
Although there is no time pressure regarding the construction of a senior housing project on the
parcel, a decision regarding moving the homes from I larrington Drive onto the property would need
to be made quick!). fwo of the homes need to be moved by l*ebruar> of 2002. I he remainder of
the homes would need to be moved by the end of2002. Prior to moving the homes, a number of site
improvements would need to be made, including the extension of water and sewer service, the
constmetion of a street to ser\ e the new lots, and the construction of foundations lor the homes, in
addition, the property would need to be platted into individual lots for the homes. It may be possible
to “store** the two homes that need to be moved by l*ebniar> of 2002 in order to enable the site
improvements to be made in the spring of 2(K)2.
Interfaith Outreach and Community Partners, a non-profit organization involved in sen ing low ajtd
moderate income persons, is interested in being the implementing agency to move the homes, lliis
would involve purchasing tlie land, platting the land, and funding the site improvements. Iliis option
would provide for a housing density that matches the density in the adjacent Long Lake
neighborhood and is compatible w itli the density in the llackbcrr) ncighborhcHxl.
Ihe use of the land for a senior housing pmject would provide housing at a density of approximately
10 units per acre, which would enable the City to meet the housing goal in its updated
Comprehensive Plan w hich calls for additional higher density housing. Although the density of the
senior housing project would be significantly higher than the housing densit) on adjacent properties.
Ihe project would be surrounded on three sides by a fire station, new Highway 12, and a park.
