Certain procedures and schedules need to be clarified. In addition,
soise changes will be made in an effort to provide 0K>re review time
for the Planning Comnission.
CITY COUNCIL AGENDAS will continue to be conopleted on Friday aftextK
Deadline for new oiaterlal %rill be Wednesday at 4:30 P.M.
PIAMNING COIMISSION AGENDAS will be completed on Wednesday aftem(
and will be delivered then or on Thursday nomlngs by Tom Jacobs.
Deadline for new material will be Friday at 4:30 P.M.
APPLICATIONS should not be accepted unless they are complete. Please
review all sMterials, check fee amount, note Finance Department receipt
nusber, date received and your initials.
VARIANCES always require Items 1-6 (150 ft. list). They will be
placed on one Planning Consission agenda. Notii^ nei^bors for the
first time.
OONDITION4L USE PERMITS should have Items 1 - 6 (300 ft. list) except
Items 3 & 4 may not apply In sosm eases. If in doi^t, cheek with me.
They will be placed on the Planning Oomoiission Work Session the first
time. Save notifications until action meeting or Public Rearing.
REZONING AND VACATIONS always require Items 1-3 and 5 & 6 plus i
description of the property. Vacations require a petition by a
of the abutting property owners. Public Hearings are required.

SUBDIVISIONS always include a SKETCH PLAN REVIEW (work session) at the
first Planning Consdsslon meeting. No notice is required. If applicant
wants sketch plan review only, charge $50.00 fee and require Items 1 A 2
only plus a rough sketch of proposal (survey preferred but not required),
twelve (12) copies of any "large” drawings. After sketch plan, additional
information required before Pid>lic Hearing can be scheduled include die
remainder of fee. Items 3 (preliminary plat), 5 (300*), and 6 (septic
test reports), and preliminary engineering data for roads, drainage,
utilities, etc. Use this approach on large divisions, where variances
are indicated or if applicant is unsure of his intentions.

always sent for Public Hearing.
Final Sid>division approval requires Planning Gonnission review before
Council. Item required are listed in prellninary approval notice.
Plat drawings and legal documents must be signed by applicant. See
m with any questions. No fee required.

The Planning Connission advised Mr. Bastyr that because the
engineering fim of MoConbs-Knutson, representing the applicant,
is also the engineering fitn for the City, this plan will be
reviewed by a separate engineering fim.
There were no oonraents froa the public and the hearing was

After sane further discussion, Hannah moved, llassel seccmded,
to table this qiplication uitil the to-be-appointed engineer

Oiairwonm McDonald announced that this was tite time and place
for a public hearing on the petition of Douglas Dayton for a
siMMsion of property located at 1480 Sixtii Avenue N. The
ZoniM AAidnistrator presented the Notice of Public Hearing

Mr. Muhich stated titat the applicant is proposing to divide
tills 9-acre parcel into two lots, each of «Mch would exceed
the required 2-acre lot area and 200 ft. lot width requirements.
The Planning Coandssion reviewed the letter from the Cointy
listing their recoomendations.
Fred Herfurth, representing Mr. Dayton, was present. He
advised that tiie qi|dicant had sold the property to two
individuals based on Planning Coaadssim and Couicil

Joseph Lee, adjacent property owner, was also in attendance.
He-eoqpressed his concern over the d^elopamt of the property
around his. He had moved out to tills area because of the
rural atmos^re. The Coaadssion reoMnized his concem and
also advised that this subdivision apfuication was in keeping
with the aqning requirements for tills area and could have
been divid^ into more lots tiian he has chosen to do. Mr.
Lee advised that it was his understanding tills was going to
hqiMn. Mr. Herfimh replied that the easterly portion sold
to Jim Lawrence, witii land adjacent to tiie nortii, and he
would be subadtting an application to the City for subdivision
ap proval of tills parotl nd tiie adjacent 7 acres.
After all tiie public were heard, the public hearing was
closed at 7:55 p.m.
A varianoe is required for tiie location of the existing
structure (bam}- The Commission advised Mr. Herftirth
of tike park dedication fee policy.

SKETCH PLAN REVIEW
The applicant Is proposing a subdivision of his 22 acre tract Into
four residential lots each exceeding 5 acres In area. There are
sone wetlands Involved. The plan, dated June 8, 1978, shows
several proposed house locations within required setback areas.
This situation should be discussed and resolved. The applicant
Intends to lq>rove these situations on Lots 2 and 4, but nay
have problens on Lot 1. The Planning Conslsslon should strongly
consider "average density" PRD lot slslng which would allow Lot 3
to give up area to Lots 2 and 4 to siake store logical lot divisions
following the lay of the land.
This application presents a unique opportunity for the dty to
review another problem: l.e. the long dead end of Tumham Road/
Chippewa Lane. The Planning Commission and city engineer should
carefully review the possibility of connecting the new road to
Chippewa Lane for better area wide traffic flow. This may require
consideration of a public road or at least the provision for a
future pidtllc road connection.•I

5 acre cone. The property consists of three parcels totalling
59 acres In Orono plus an additional 40 acres In Independence.
The Orono portion contains three existing houses (two on Parcel
0480 and one on a one-acre Parcel 0485. This last parcel was
divided by City Council action on February 12, 1968 but was not
recorded at the County until Hsrch 23, 1978, after the current
coning was In effect (3+ years) and after prellalnary discussions
with the City staff regarding this proposed division.
