MINUTES OF A PLANNING COMMISSION MEmNG HELD ON OCTOBER 23i 1978
Planning Commission met on the above date. The
following members were present: Chairwoman Hurr,
McDonald, Hannah, Frahm, Hammerel and Wilson.
Jeanne Mabusth represented the City staff.
Mabusth stated that the planners were busy
and would have a presentation for the proposed
November 30, 1978 meeting of the Council-
Planning Commission. All members were In
agreement with the November 30th meeting date.
Mr. DeSpllnter was present. Mabusth explained
that the request was a renewal of a variance
approved In 1977. Present was Mr. Weller, a
nel^bor who was also at the meetings for the
previous application, who was concerned about
the location of the house and how It would
affect his view of the lake. He felt that as
drawn the garage would block his view. Planning
Commission felt that the earlier approval had
recognized Mr. Weller's concerns, but that It
would have to be an agreement between the owners
and the City would not get Involved. At one point
the applicant decided that he did not want the
Commission to take any action on the proposal as
submitted and he would submit new plans showing
a different garage location. However, during the
discussion, the applicant stated that the new
plans would locate the garage directly on the
property line. Planning Commission stated that
they could not vote In favor of the garage location
on the lot line. Mabusth stated that she felt a
garage of approximately 12' In height would not
affect Mr. Weller's view because his house was on
such a high hill. The applicant then decided to
have the Planning Commission act on the proposal
as submitted.
Hannah moved to approve the variance for lot area
and width due to the topography and no additional
land being available. Motion seconded by McDonald.

Mr. Mills was present. Mabusth explained the
request. No wetlands are involved. The soils
are predominately Lester Soils which allow for
standard septic systems. Staff did recommend
moving the access farther down on County Road 15
as a safety factor.

No dimensions have been given or reviewed, so no
setbacks or variances have been determined.
The caretakers house may be a problem. Planning
Coamission stated that all lots must have 200*
of lakeshore. Mr. Mills stated that he was aware
of the side setbacks and the 75* lakeshore setback.
It- was requested by Planning Commission and staff
that Lots Af B, and C have access to the lake on
Tanager Lake and Lots D and E have access on Smith
Bay.
Mr. Corwin and Mr. Scott were present. Mabusth
explained the request. The septic will be reviewed
by the septic inspector. Mr. Corwin is interested
only in selling the house and has no plans for the
remaining property at this time. There was some
discussion regarding the necessity of designating
;7etlands. It was determined that they must be
designated either by a metes and bonds description
or an easement. Mabusth tfaou^t that a metes and
bound description would be the most practical way.
There was some discussion regarding a shed that
might be too close to the division line and would
be a setback problem. Planning Conmission did not
foresee any problems and gave conceptual approval
calling for a public meeting to be held at their
November IS, 1978 meeting.
Frahm moved to approve the minutes of the
October 10, 1978 meeting as submitted. Motion
seconded by Hannierel and approved unanimously.
