The Orono Planning Commission met on the above
date. Present were Chairman Hassel, Hurr,
Wilson, McDonald, Frahm and Hannah. Mabusth
represented the City staff.
Mr. Kumlin was present. Mabusth stated all of
the requirements of the preliminary approval
have been completed.
Wilson moved to approve the subdivision in
accordance with the attached resolution.
Motion seconded by Hannah. Vote: Ayes (6),
Nays (0). Motion passed unanimously.
Mr. Dunlap was present. Mabusth briefly reviewed
the request. The DNR has been contacted and
verified that a previous permit was issued in
1950 to Mr. Sandberg for dredging and excavating
of the channel. This request would then be for
maintenance dredging. Wilson moved to approve
the maintenance dredging as the amount of dredging
is negligable subject to all other permits and
conditioned upon the dredged material being removed
from the premises unless on-site disposal meets
the criteria of the DNR and approval of the village
staff. Motion seconded by Hassel.
Some concern was expressed over blanket approvals
being given to maintenance dredging projects.
Planning Commission felt that new criteria should
be established to deal with each application.
Vote: Ayes (6), Nays (0). Motion passed
unanimously.

Mr. Day was present. The garage is already on the
premises and in the approximate area where it will
be located.
Frahm moved to approve the variance due to the
hardship of the lot layout. Motion seconded by
Wilson. Vote: Ayes (6), Nays (0). Motion passed
unanimously.
Mr. Stewart was present. Mabusth explained the
request. This variance was previously approved
a year ago. It was noted that the new position
of the driveway would be a much safer condition.
The requirement of the previous application’s
approval that the two lots be combined has been
done. Alan Olson, City Planner, noted that only
one entrance should be allowed and that the turn
around should be on Mr. Stewart’s property. He
also felt that the Cotinty would also limit the
number of exits when Mr. Stewart applied for the
permit for the curb cut.
Hassel moved to cipprove the variance due to the
hardship of the existing dangerous driveway
location as it is the only reasonable location
for the addition. Vote: Ayes (5), Nays (0),
Abstained (1). Hannah abstained as Mr, Stewart
is his next-door neighbor.
Mr. Chapman and Mr. Moore were present. Major
discussion was regarding the lot being divided
with a front and rear lot Instead of the side by
side as presented. The existing house will be
moved. Only the front lot would have riparian
rights.
If the subdivision was approved, no variances for
construction would be approved.

Mr. Ringer and Mr, McCulley were present. They
P^®aarited to the Commission a proposal concerning
the Fruen property on the corner of Willow Drive
and Highway #12.
There was discussion regarding the rezoning of the
property to accommodate this proposal. It was
indicated by the Planning Commission that they
did not want a broad commercial type zoning, but
would tend to favor a restricted oning, maybe a
new designation.
Hurr corrected the following:
Page 4, Paragraph 2: As follows-
Vote: Ayes (4), Nays (2), Frahm and Hurr
were opposed to the variance as the house is
too large for the lot and they felt the
hardcover was excessive.
Minutes were approved as corrected. Vote:
Ayes (6), Nays (0). Motion passed.
Meeting adjourned.
