SUBJECT: Bond Sale

The funding for the Navarre Neighborhood Fire Station is to be provided through a lease~purchase
arrangement with the Orono HRA, which involves the sale of revenue bonds by the HRA. Carolyn
Drude of Ehlers Associates, the City ’s bond consultant, will attend the May 1 work session to
provide information regarding the bond issue, including repayment options. The worksession will
also be an opportunity to make a final determination as to the size of the bond issue.
The amount of the bond issue is based on the total costs of the Navarre Fire Station, along with the
cost of fire equipment. The total costs related to the construction of the Navarre Fire Station are
$1,600,000. In addition, the station will need to be equipped with a pumper and a light rescue
vehicle. Both of these vehicle.s can be used vehicles. The estimated cost of these vehicles is
$280,000.
Also, the Long Lake Fire Department’s capital budget includes the replacement of a medium rescue
vehicle in 2003 and the replacement of a pumper in 2004. The cost to Orono for these vehicles is
estimated to be $ 150,000 for the rescue vehicle and $300,000 for the pumper. We have asked the
Long Lake Fire Department to consider whether a used rescue vehicle would meet their needs. We
may also be able to purchase a pumper at a lower cost. However, at this time, in order to set out a
maximum bond issue amount, we will use the costs indicated above.
Although the City has been transferring $40,000 per year into a fire equipment replacement account,
the recent substantial expenditures for a new tanker and the 800 MHZ radios has substantially
reduced the balance in this account. The large capital expenditures in 2003 and 2004 require
financing spread over a number of years.
Based on the costs set out above, plus issuance costs, discount, and a required one-year debt service
reserve, the total amount of the bond issue will be $2,500,000.

SUBJECT: Big Island Access
Although there are a number of public right-of-way lanes on Big Island that run to the lakeshore, due to
topographic issues, etc., there are only a small number that can provide vehicular access to and fix>m the
Island. Although vehicular access is not a critical need for day-to-day use of the Island, it is critical for
enabling the transport of items such as building materials.
Until recently, there were two main access points for vehicular access to the Island. One was the
public right-of-way lane located between the properties at 120 and 140 Big Island, which had
served the northern group of properties. The other is adjacent to the property at 450 Big Island, and
serves the southern group of properties. (Please see the attached map).
However, the historical access between 120 and 140 Big Island is not currently available to the
public. A survey has shown that the actual driveway is on private property, rather than the public
right-of-way. On the basis of that survey, the property owner has blocked use of the driveway.
This has caused problems for those who need tu transport building materials to properties without
another access option. This could also be a problem for the owners of the two internal lots to whom
the City has granted the right to place docks on the City right-of-way lane. These property owners
need an access lane for pedestrian access to their properties.
Staff Recommendation
It is staffs recommendation that the problem of vehicular access for the transport of items such as
building materials to the northern group of properties be addressed by providing a driveway on the
City-owned right-of-way lane adjacent to the driven area that is now unavailable for public use.
This public access lane would nut be available for day-to-day use, but rather would be restricted to
use for the necessary transport of items such as building materials.
The construction of the driveway will require the filling of a portion of the existing wetland, and the
mitigation of the wetland filling. This work will require a permit from the Minnehaha Creek
Watershed District.

SUBJECT : Navarre Town Meeting Follow-up Plans
The following is a listing of short-term and medium term actions planned as foPow-up to the Navarre
Town meeting.
Short Term
I. Meet with County Transportation Staff Regarding Key transportation issues
a. Crosswalk
b. Left turn signal at south bound 19.
2. Obtain information regarding the usage of the Crosswalk
a. from users of the park and ride
b. from business owners and employees
c. Information regarding when and how often the crosswalk is currently used
d. Information regarding when and how often the crosswalk would be toed if it was in the
most convenient location, and people felt safe using it.
e. Information regarding the future routes for pedestrian travel in the area of, and across.
County Road 15.
3. Work with the affected property owners and business owners, the Park and Ride users, and
Metro Transit to upgrade and relocate the bus shelter to the optimum location.
4. Work out a crosswalk solution, with the County Transportation staff, that provides a safe,
convenient pedestrian crossing of County Road IS.
5. Implement an informational effort to educate drivers regarding the crosswalk.
6. Install the crosswalk.
7. Contact John Klick, Casco Point resident, regarding the City assisting Casco Point residents in
cleaning junk and debris from public property on Casco point.
a. Coordinate the planning for a neighborhood clean-up effort, %vith City assistance, to
occur in late April or early May.
5. Develop a plan for planting trees along the County Road 15 Commercial area.
a. Work with a landscape architect regarding the general concept and feasibility of
providing planting areas for trees in the sidewalk space on the north side of County Road
1 5, and at the edge of the roadway on the south side of County Road 15.
1 ) . is the sidewalk in front of the retail businesses along the north side of County Road
15 wide enough to accommodate spaces for trees while still accomm^ating
pedestrian movement?
2) . Generally, how extensive does the planting have to be to create a substantial.

business property owners, and Navarre residents to develop a plan for tree plantings.
I). If it is feasible to create planting spaces in the sidewidk area on the north side of
County Road IS, this may be the easiest element to obtain consensus on from the
stakeholders.
c. Facilitate the determination of how the plantings will be frmded

Medium Term
1 . Develop a plan and process for working with all stakeholders to develop a 20-30 year master plan
for the Navarre conunercial area, to provide continuity in the character, design, and layout of
buildings.

2. Determine the most critical locations for sidewalks/trails to facilitate pedestrian movement (a
pedestrian friendly environment) in Navarre.
