MINUTES OF THE SPECIAL MEETING
OF THE ORONO CITY COUNCIL
Tharsday, September 11,2003
4:00 o ’clock p.m.
ROLL
The Council met in a special meeting on the above mentioned date with the following members
present: Mayor Barbara Peterson; Council Members Jim Murphy, Jim White, and Bob Sansevere;
Representing staff was City Administrator Ron Moorse
Mayor Peterson called the meeting to order at S: 11 P.M.

Moorse reported that, due to a misunderstanding regarding how the loss of State Market
Value Credit Aid was to be calculated into the City’s tax levy, the tax levy reflected in the
resolutions adopted at the September 8, 2003 meeting did not correctly reflect the
necessary tax levy amount. The levy amount needs to irulude the anxMint of Market
Value Credit Aid. even though the State is not going to pay the Aid to the City. Moorse
provided revised resolutions that both rescinded the initial resolutions artd adopUMl the new
budget and levy amounts.

A RESOLUTION TO ADOPT THE PROPOSED 2004 GENERAL FUND BUDGET
WHEREAS, at a regular meeting held on September 8,2003, the City Council of Uie
City of Orono adopted Resolution No. 5042, establishing the Proposed 2004 General Fund
Budget, and;
WHEREAS, due to a misinterpretation of the overall levy limitation amount for taxes
collectible in 2004, Resolution No. 5042 included an incorrect amount for the General Fund tax
levy to be collectible in 2004, and;
WHEREAS, to correct the 2004 General Fund budgeted revenues it is necessary to
rescind Resolution No. 5042.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orono,
County of Hennepin, Minnesota, that Resolution No. 5042 is hereby rescinded.
BE IT FURTHER RESOLVED that the proposed General Fund budget is determined
to be as follows:

A RESOLUTION ADOPTING THE PROPOSED 2003
TAX LEVY COLLECTIBLE IN 2004
WHEREAS, at a regular meeting held on September 8,2003, the City Council of the City
of Orono adopted Resolution No. 5041. establishing the Proposed 2003 Ta.x Levy Collectible in
2004, and;
WHEREAS, due to a misinterpretation of the overall levy limitation amount for taxes
collectible in 2004. Resolution No. 5041 included an incorrect amount for the General Fund tax levy
to be collectible in 2004, and;
WHEREAS, to correct the amount of the General Fund lax levy collectible in 2004, it is
necessary to rescind Resolution No. 5041
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orono,
County of Hennepin. Minnesota, that Resolution No. 5041 is hereby rescinded.
BE IT FURTHER RESOLVED, that the following sums be levied for the current year,
collectible in 2004 upon the taxable property in the City of Orono, for the following purposes:
