Code Section 12a 30 Subdivision 4 Requiring Sewer Connection within 16 Months ISSUE - Determine whether Council would agree to a 15 to 20 year assessment deferral as requested the Ziesmers. INTRODUCTION - The Ziesmer's built a new hone three years ago and have been on a holding tank ever since, although they have the area set aside for primary and alternate drailfield sites. It is interesting to note how much it has cost then to be on a holding tank, and that information nay be relevant to other properties who are on the brink of having failing systems. DISCUSSION - If the issue of Stubbs Bay sewer would be deemed to be “deaH"*" for the next five to ten years, the Ziesmer’s would have at least some use of a new mound drainfield system, and have it substantially paid off, before sewer was assessed. However, if Council expects to make a decision on the the Stubbs Bay sewer question within the next year, they could be hit with sewer assessments at the same time they are trying to pay off the septic system. An alternative would be to assess them at the time all other properties are assessed, but grant them a delay for a certain number of /ears similar to a Senior Citizen deferment, at the end of which time all principal and interest would start to be paid (staff has not explored whether this would be legal). Generating Interest in the Stubbs Ba£ Sewer - As Council is aware7 anJ as note<i in the letter, a group of individuals have been exploring ways to generate additional interest in and acceptance of the Stubbs Bay sewer project. Staff has explored options with this group and provided them with additional informational materials to assist them in generating interest in the Stubbs Bay area. The three strategies that may assist generating interest are« A. Require that any currently failing systems must go on holding tanks effective on a set date. B. The City could assist in some percentage of the costs by purchasing "reserve capacity* for future connections 4 outside the project eres. C. Pursue construction only of the higher density north«f«st and northeast systeas* leaving the balance of the larger properties not servedr with the City possibly purchasing reserve capacity for future use of the larger properties not served.
