A. Discuss general parameters regarding the site layout and building design, as direction to
the Fite Station Construction Committee.

Construction Committee, in terms of communication and decision-making.

SUBJECT : Navarre Fire Station
Building Parameters and Site Planning
There are a number of issues that affect the design of the Navarre fire station, and the layout of the
building on the site. I'hese issues need to be addressed so that direction can be given to the
Construction Committee and the architect for the schematic design of the building. The key issues a: v
as follows:
•• The Park Commission has indicated it would like to see a hockey rink located on the property. Also,
the use of the northerly portion of the property, from a parks perspective, needs to relate to the future
regional recreational trail on the Dakota Rail corridor, which runs along the northern boundary of the
property.
- Council member Nygard has suggested that the new fire station building could serve as a sort of
community center for the Navarre area.
- Three key design issues, which relate to the operation of the station, will have a major affect on the
lavout of the station on the site. 1 hese are:
-Does the station need to be a drive-through station?
-Does the station need to front on County Road 15?
-Does the station need an egress option in addition to County Road 15?
'Hie Construction Committee has asked Mark Ducharme, Excelsior Fire Chief, to provide advice and
nssisiancc regarding both the Navarre fire station design and layout, and the transition away from
Mound lor lire .service to the Navarre area; since the Excelsior Fire District is currently building a
neighborhood fire station, and has recently been involved in a major firefighter recruitment effort.
C'hicf Duchaniic has indicated ideally the station would be a drive-through station to avoid requiring
the trucks to back into the station. Rut the station does not have to be a drive-through. He also
indicated the station should not have its main access onto County Road 15, due to the high trafllc levels.
Based on this advice, .stafl' has developed a concept option that creates an extension of Livingston
Avenue to County Road IS, and fronts the tire station on the Livingston Avenue extension. This
enables ea.sy access to either County Road 15 or Livingston Avenue.
- llie Council has discussed the extension of Livingston Avenue from the towuhouse development to
County Road 15 to provide access to the northern ptulion of the City property, and to provide an
alternate access for the townhouse development.
- There is a wetland located in the west*central portion of the site. If a drive*through station and/or a
hockey rink is built on the southern portion of the property, this wetland would need to be filled and
mitigated. This would require a permit throu^ the MCM), which is very reluctant to allow wetland
filling.

SUBJECT: Navarre Fire Service Update
— Orono will be working with both the Long Lake Fire Department and the Excelsior Fire District to
make the transition away from Mound for the provision of fire service to the Navarre area. Gabriel
Jabbour and Jim Murphy have been meeting with the Long Lake and Excelsior Fire Chiefs to begin to
plan the transition. The Excelsior Fire Chief is agreeable to providing substantial advice and assistance
in 2003 in relation to the Navarre fire station, and the recniitment and training of firefighters to staff
the new station. He has also indicated the Excelsior Fire District is open to providing the level of
assistance iweded to ensure high quality fire service continues to be provided to the Navarre area in
2004 and beyond.
At the January 1S meeting of the Long Lake Fire Advisory Commission, Chief Roehl indicated he will
be obtaining the advice of a number of fire chiefs, incluctog the Excelsior Fire Chief, to assist him in
initiating the firefighter recruitment process. The Commission members agreed the recruitment process
should begin as soon as possible.

SUBJECT: Update Regarding the Planning and Preparations for the Joint Worksession on
Housing
Based on discussions at the last Council worksess'jn, and a discussion wth Mark Ruff of Ehlers
Associates, who participated in a housing worksession in Maple Grove, I have developed a list of
presenters for the joint housing worksession. They are as follows:
-Jan Callison, Minnetonka City Council member and member of the West Hennepin Area Land Trust
- Tom Fulton, of the Family Housing Fund
-Steve Cramer, of the Hennepin County HRA, and Director of 1 Icnncpin County ’s housing assistance
activities.
- Joe Errigo, of Common Bond, a developer of rental housing to serve lower income persons.
- Mark Ruff, of Ehlers Associates
Before moving ahead to contact the presenters, I want to clarify with the Council the purpose of the
worksession, to ensure we are all on the same page. My undcistanding of the general purpose of the
worksession is to enable the Council (and other participants) to gain an understanding of the key issues
and elements involved in the provision of housing to serve people at various stages of life and at a
range of income levels. The key elements to be addressed include the following:
- Provide a clear definition of “workforce ” and “life-cycle ” housing, and background information
related to the level of need for, and impacts to the community of, providing a broader range of housing
options in Orono.
- Provide an understanding of what is necessary for the provision of workforce and life-cycle housing,
and whether workforce and life-cycle housing can be provided without City financial assistance.
- Provide information regarding the resources that are available to assist in the development of
workforce and life-cycle housing, and how these resources can be brought together to enable a
successful project.
-Provide information regarding elTorts the City can make to facilitate the development of workforce
and life-cycle housing other than providing friancial assistance.
