1. Navarre Fire Service
Facilitate the efibrts of the Excelsior Fire District to ensure the continuation of high
quality fire service to the Navarre area in 2004.
2. Highway 12.
A. Maintain proactive involvement and communication with Mn/DOT to:
1) . Prevent further delays to the project timeline.
2) . Ensure the final design of the interchanges adequately addresses the goals,
issues, and concerns identified in the City’s preliminary design approval.
3) . Ensure the construction phase impacts are minimized.
a. Develop a plan for keeping citizens updated regarding the construction
activities of the Highway 12 Project, and their impacts on tlic residents.
4) . Ensure proper mitigation is provided for the noise to be generated by the traffic
on the corridor.
5) . Ensure the City receives the optimum value for the City-owned property to be
acquired by Mn/DO I‘ as R-O-W for the project.
6) . Work out an agreement with Mn/DOT regarding tlic installation of a semaphore
at the intersection of Highway 12 and Brown Road North on an accelerated schedule
to serve the senior housing development.
3. Develop a trafilc safety solution for the intersection of County Road 1 5 and Orono
Orchard Road.
a. Pursue the roundabout concept with Hennepin County.
b. Revisit the idea of a semaphore at the intersection of County Roads 15 and 51.
4. Dakota Rail Corridor.
a. Finsure the Dakota Rail corridor is preserved and used as a continuous
public transportation corridor.
b. Work with I Icnncpin County and Three Rivers park District to develop a plan for
implementing a trail on the corridor.
5. Develop a City policy regarding w'orkforce and life-cycle housing.
6. Develop a general consensus among the citizens, business owners, and business property
